To inspect and rectifying any unsafe conditions at the construction site or workplace and conduct regular inspection to determine whether any machinery, plant, equipment, substances, appliance, or process or any description of manual labor used in the place of work, is of such nature liable to cause bodily injury to any person working in the place of work.
Correcting any unsafe practices and documents unsafe conditions, safety violations, accidents and near misses; and recommend corrective or preventative measures where indicated; and takes necessary steps to ensure that unsafe employee activities, procedures and practices are corrected.
Checking of the contractors’ work to ensure compliance with the Act and the Regulations made thereunder are complied with.
Liase with contractor’s safety supervisors appointed under Regulation 26 with respect to safety of work undertaken by contractors.
To ensures that workers make use of necessary protective equipment like helmets,
hand gloves, welding shades etc., where and when necessary.
To investigate any accident, near-miss accident, dangerous occurrence, occupational poisoning or occupational disease which has happened in the place of work.
To assist HSE Manager or Project Manager or the safety and health committee, if any, pursuant to regulation in organizing and implementing occupational safety and health program at the place of work.
Takes note of workers’ safety concerns and immediately acts on them
Arranges training programs on safety measures within the workplace
Develops plans for emergency procedures with the consent of the Safety Officer of the workplace
Receives and acts on reports regarding safety concerns from workers within the construction site/workplace
Receives and acts on reports regarding safety concerns from workers within the construction site/workplace
Conducts toolbox talks and/or job briefings with crews; is a key member of the Joint Health and Safety committee.
Serves as a link between workers and top management when it comes to issues that have to do with the safety and proper organization of the workplace
To liaise with authority department such as DOSH, BOMBA, DOE and etc.
Proper safekeeping and maintenance of OSH related documents and reports.
To implement all procedures and practices as stipulated in the company’s policy including Safety and ISO.
To assist Employer or safety & health committee (SHC) in developing and Implementing OSH programmed at the workplace.
To inspect the workplace that liable to cause badly injury to any person working at workplace.
To assist the secretary of SHC and in any relevant inspection including to collect, analyze and maintain OSH performance record throughout project period.
To assist TNEC SHO in carrying out duty under Occupational Safety and Health Act 1994 (OSHA), BOWEC and its regulations to carry out any other instruction made by Employer pertaining to OSH at workplace.
To assist SHO in managing Site Security Guards (SSG) in ensuring safety and security of manpower & materials are well secured including verification of SSG performance report and relevant claim verification.
Section 38 & 39 of CDM 2024 (Construction Work, Design & Management) has stipulate that principal contractor should appoint site safety supervisor and must be a person who is competent to perform the duties specified in sub-regulation (1) and (2), and have qualifications approved by the Chief Inspector and working experience of at least for two years as a construction site safety supervisor / assistant.
Education and Experience Requirements
Site safety supervisor must be a person who has successfully completed a site safety supervisor course carried out by the instructor registered with DOSH, and passed the examination conducted by the National Institute of Occupational Safety and Health (NIOSH) or institution accredited by DOSH. Must posses Certificate or Diploma in Occupational Safety & Health / Environment /Engineering 0r equivalent
Must be qualified Site Safety Supervisor registered with DOSH and posses valid Yellow Book.
At least > 3 years of working experience in the related field is required.
Able to audit and inspect district cooling plant or construction site for safety compliance.

To determine the cause of accidents and recommend measures for prevention.
To identify and rectify any unusual or hazardous construction methods.
To ensure good housekeeping at work sites.
To conduct safety and health inspections.
To monitor the movement of workers, materials, goods, plant, and machinery into and out of the project sites.
To assist site personnel and workers in the day-to-day implementation of the QESH management system.
To undertake any other duties and responsibilities as instructed by the supervisor.
Job Requirements- Possess a Diploma/Certificate in Occupational Safety and Health.
- Possess a relevant certified competency certificate endorsed by NIOSH.
- Be fully familiar with various government legislations related to safety practices at project sites.
- Have a minimum of 2–4 years’ experience, preferably in the building and construction industry in a similar role.

- Monitor and enforce compliance with all safety regulations, codes, and standards, including OSHA (Occupational Safety and Health Administration) guidelines.
- Conduct safety inspections and audits of the construction site to identify and address potential hazards.
- Assist in developing site-specific safety plans and procedures.
- Collaborate with project management to integrate safety measures into project planning and execution.
- Investigate accidents, incidents, and near misses to determine root causes and implement corrective actions.
- Maintain incident records and report them to relevant authorities as required.
- Monitor the use of personal protective equipment (PPE) and safety gear.
- Ensure that all workers have access to the appropriate safety equipment.
- Maintain accurate safety records, including safety inspection reports, training records, and safety-related documents.
- Prepare and submit safety reports to management and regulatory agencies as needed.
- Conduct safety meetings and toolbox talks to communicate safety information and address safety concerns.
- Act as a point of contact for safety-related inquiries from site personnel.
