Full time & Permanent role WFO

  • Primary responsibility is to manage new & existing book of renewable business through a demonstration of the following skills and abilities:
  • Fundamentals of coverage, terms and conditions. Ability to offer coverage, terms and conditions which generate a profit for the Company while meeting the needs of the customer.
  • Risk Assessment. Ability to identify risk exposures, special or common hazards, and appropriate controls. Ability to select risk based on exposure and risk analysis. Ability to analyse claims and quantify losses.
  • Financial proficiency. Understanding of insurance financial fundamentals and their impact on underwriting decisions.
  • Actuarial fundamentals. Ability to understand loss trends and ratemaking. Ability to quantify risk based on experience history and forecasting methods.
  • Marketing and communications. Ability to sell and negotiate to achieve bottom line profitability for the Company. Ability to base communications on strategic thinking. Ability to manage producer strategy.
  • Systems and programs. Ability to use systems and software programs needed to conduct daily business.

MAJOR DUTIES & RESPONSIBILITIES:

Duties may include but are not limited to:

  • Within established business plans and assigned authority, select, analyse, and underwrite individual risks utilizing corporate pricing and reinsurance techniques to obtain desired results
  • Negotiate facultative reinsurance on accounts where needed
  • Manage a renewable book of business offering strategic underwriting guidance including rate/terms/deductibles
  • Monitor results of the overall book of business assigned and recommend corrective action as necessary to insure retention of desirable accounts
  • Provide quality and timely input on assigned projects to meet the Company’s needs in the changing market and to support profitable growth

  • Responsible for the development and implementation of continuous process enhancement throughout Logistics coverage.
  • Prepare Release Order and Good receipt into SAP. (Logistics and Finance).
  • Receive, verify, update and distribute all incoming invoices in a timely manner and are prepared as per company procedure and requirements.
  • Ensure proper filing, distribution, transmission and registration of contract documents (hard and softcopy) from various disciplines, consultants, contractors, vendors, etc. are executed for effective traceability.
  • Implement documentation filing, records and updates to ensure documents are kept in the electronic database for softcopy retrieval
  • Assist in the negotiation and administration of contracts with logistics service providers.
  • Ensure contract compliance and adherence to service level agreements.

Qualifications and experience

  • Bachelor Degree (or equivalent) in Logistics, Transportation Management, Engineering, or a related field
  • Minimum 5 years of experience in marine and aviation transportation, preferably within the oil & gas sector.
  • Good command of written and spoken English.
  • Effective communication and stakeholder management abilities.

Competencies:

  • Strong technical knowledge of offshore transportation operations, aviation regulations, and marine logistics.
  • Familiarity with HSE standards, IMO (International Maritime Organization) regulations, and ICAO (International Civil Aviation Organization) guidelines.

• Conduct regular reviews of helicopter operator operations.

• Monitor and conduct regular inspections and reviews of all helidecks.

• Assist platform to produce HLL and seek approval from CAAM.

• Seek approval from CAAM for finding closure extension; conduct RA and produce HLL with helicopter operator acceptance.

• Monitor and conduct regular reviews of all jet fuel and installations at onshore and offshore refueling locations and platforms.

• Coordinate and participate in Aviation Services Safety Reviews, follow up with Action Plans, steward close-out and reporting of Action Plans.

• Participate in the Daily Aviation Safety meetings, and assist the Airbase Supervisor to achieve stewardship of aviation safety standards/performance.

• Assist the Logistic Superintendent to monitor and steward the operating costs associated with aviation/ aircraft operations and the annual Flight Activity Summary and Reports.

• Liaise with Company’s venture partners, PCSB, EnQuest, Jadestone, PML, IPC on operational issues.

• Liaise with CAAM on operational and technical issues.

• Liaise with EM Aviation Services on operational and technical issues, reporting, OIC process, etc.

• Compile Quarterly Reports and updates based on Open Aviation Safety Review Action findings from the Safety Review reports, Significant Near Misses and Company Accident, Incident and Near Misses.

SKILLS AND QUALIFICATIONS

  • Expert knowledge of aviation operations.
  • Knowledge of International Civil Aviation Organization (ICAO) and local civil aviation agency (CAA) regulations specific technical skills.
  • Behavioral Skills: adaptability, analytical capability, collaboration, effective communication, innovation.
  • Functional Skills: Safety, Security, Health, and Environment (SSHE) management – operations and maintenance, process planning and mechanical coordination, maintenance management, mechanical maintenance, logistics.
  • Experience in Helideck management.
  • Preferably CAAM approved Helideck Inspector or as CAAM HCC Committee member.
  • 10 years’ experience as Aircraft Engineer or Offshore Pilot.

  • Documentation Control – Overseeing and managing all aircraft check-related documentation. This includes transferring log defects or new tasks into non-routine cards in TRAX system.
  • Audit Control: Conduct checks to ensure the completeness of documentation after approval holders have closed the cards in TRAX system.
  • Approved maintenance documents – Navigating through various sources, such as Boeing Fleets, Airbus World, AMM, SRM, IPC, and vendor manuals/SB to access and utilize approved maintenance documents.
  • Materials Control – Coordinating with customers, purchasing and logistics teams on materials needs and ensure alignment with project timelines. This includes tracking of parts/materials, appropriately tagging removed parts as per customer requirements, and handling credit back unused parts.
  • System Updating – Responsible for updating customer system (e.g., SAP,TRAX,DeltaLMS) accurately and promptly before the aircraft’s release.(Need to provide training)
  • Material Monitoring: Coordinate with Operations/customers to track the movement of components or spares, whether to in-house support shops, outhouse vendors or other distribution points. Update the customer’s system accordingly and ensure timely arrival of spares, including components for loan or exchange, meeting milestone target.
  • Reporting: Providing summaries of deferred defect logs, component changes, structural repair cards and any customer-specific requirements.
  • Meeting: Attend progress meetings and material status update meetings to keep all stakeholders informed about the latest developments.
  • Such other duties as assigned by Project Planner or Customer Success Leads to support the overall success of the project.

Requirements

  • Diploma or Degree in Aviation, Engineering or related field, with a proven experience in planning maintenance activities and coordinating workflow efficiently.
  • Proficient in raising and managing maintenance cards and work orders.
  • Skilled in meticulous record keeping and documentation of maintenance activities.
  • Experience in auditing closed paperwork to ensure compliance and accuracy.
  • Ability to manage and coordinate the ordering and tracking of spares inventory.
  • Proficient in Microsoft Word and other MS Office applications for reporting and documentation purposes.
  • Familiarity with MRO-specific software systems, experience with additional MRO systems will be an advantage.

**Contract Management:**
**~ 2 Helicopter Services Contract Mode 2, High Risk (Contract ACV - est. MYR10mil spend annually)**
**~ 1 Helideck Inspection contract Mode 3, Low Risk (Contract ACV - est. MYR300k spend annually)**
**Demand**
**~ East Malaysia operations only (Sabah and Sarawak)**
**~ Passenger movement (35,000 pax per year - Shell share)**

**What's the role:**
**1. Ensure the Aircraft Operators comply with national regulatory requirements (CAAM), SEAM Standards for Air Transport Safety, Shell Group Requirements for Aircraft Operations (SGRAO** **/Part 690** **).**
**2. As the Contract Holder for IGU Malaysia's aviation services contracts,** **manage Aviation Contractors** **to comply with contract requirements and budgets set.**
**3. Manage any change to the contract through engagements/discussions/approvals of PETRONAS's Category Manager (PN CAT-Man).**
**4. Conduct frequent and effective assurance (** **1st line** **assurance) audits on Air Operators in preparation of periodic Shell Aircraft audits.**
**5. Conduct airport / heliport / field site / and helideck audits and inspections to Group standards.**
**6.** **Support the Air Operators to close gaps identified** **by both 2nd and 1st line audits** **in a timely, sustainable manner with the aim of achieving operational and technical excellence in their operations.**
**7. Liaise closely with the Air Operators in ensuring that all the related facilities are serviceable and properly maintained and that all regulatory permits and licenses required for aviation operations are kept current.**
**8. Maintain effective working relationship with key internal (T&OE and Shell Aircraft Limited -SAL) and external stakeholders (PETRONAS, Government Bodies and relevant Third parties) to ensure safe and uninterrupted helicopter flight operations in support of IGU Malaysia's activities.**
**9. Ensure that on a daily basis Aviation KPI's are collected and managed continuously to improve performance of the department and its Air Operators.**
**10. Ensure the Master Procurement Plan, Aviation Operating Budget and Capital Expenditure is completed timely and accurately for submission to the annual budget cycle.**
**11.** **Lead and direct the delivery of air transport resources during emergency response activities in IGU Malaysia.**
**12. Act as the Incident Command Team (IMT) Air Operations Branch Director for IGU Malaysia.**
**Key Challenges:**
**Ensure that all aviation activities are carried out in accordance with Group practices (SGRAO/Part 690) and Malaysia/state legislation.**
**Plan Air Operations effectively to meet operational demand with no loss to production, drilling downtime, or delay resulting from sub-standard aviation support by Air Operators.**
**Managing operations with principal focus on ensuring that the contracted Air Operators are focused on delivering quality safe operations every day.**
**Collaborating with other oil and gas operators and always ensuring that at all times IGU Malaysia's priorities especially on safety, flying hours, operational and commercial matters are high on the agenda.**

The Safety and Compliance Officer is responsible for ensuring that the organization adheres to all relevant safety regulations under DOSH (Department of Safety and Health), CAAM (Civil Aviation Authority of Malaysia), DOA (Department of Agriculture), and DOE (Department of Environment). The role involves developing, implementing, and continuously monitoring safety programs, coordinating with regulatory authorities, and conducting audits to mitigate risks and ensure organizational compliance with health and safety standards. Key Responsibilities

1. Regulatory Compliance: Ensure compliance with relevant safety regulations set by DOSH, CAAM, DOA, and DOE. Implement and monitor policies to ensure organizational adherence to these regulations. Coordinate with regulatory authorities for inspections, audits, and obtaining necessary certifications. 2. Safety Program Development & Management: Develop, implement, and regularly evaluate safety programs that align with the standards and regulations of DOSH, CAAM, DOA, and DOE. Propose and implement improvements to safety policies and processes based on audit findings, risk assessments, and regulatory changes. 3.Audits and Risk Assessments: Conduct regular safety audits and risk assessments to identify hazards and ensure compliance with safety regulations. Identify areas of non-compliance and recommend corrective actions to mitigate risks. Regularly update risk management plans and ensure proactive measures are in place. 4.Incident Investigation & Reporting: Oversee and coordinate investigations into safety incidents, accidents, and near-misses. Document and report findings of investigations to DOSH, CAAM, DOA, DOE, and other relevant authorities as required. Implement corrective actions to prevent recurrence of incidents and promote a safe working environment. 5.Continuous Improvement: Actively monitor and review safety practices and policies for continuous improvement in safety management. Stay updated on regulatory changes and industry best practices, ensuring that policies and procedures are adjusted accordingly. About You

Bachelor's Degree in Aviation Management,Occupational Safety & Health or any related field. Fresh graduates are welcomed to apply. Experience in aviation operations, safety compliance or risk management. Knowledge of relevant safety regulations under DOSH and CAAM. Excellent communication and interpersonal skills, with the ability to coordinate effectively with regulatory authorities and internal teams. Ability to conduct safety audits, risk assessments, and investigations with attention to detail. Certification in Safety Management (ie OSHA, etc.) is an advantage.
