Job Purpose

The Wastewater Treatment Plant (WWTP) Base Manager is responsible for managing the operation, maintenance, regulatory compliance, and performance of the on-site wastewater treatment plant in a semiconductor manufacturing facility. This role ensures all wastewater is effectively treated before discharge or recycling, meeting stringent environmental standards, while supporting production continuity and safety. The manager leads the WWTP team, oversees chemical and waste management, and drives process optimization and continuous improvement initiatives.

Key Responsibilities

Operations & Compliance

• Oversee day-to-day WWTP operations, including physical-chemical treatment processes.
• Monitor critical parameters (pH, COD, TSS, fluoride, metals) and ensure compliance with DOE and discharge permits.
• Maintain SOPs, logbooks, and environmental reports; support audits and inspections.
• Manage scheduled waste (sludge, spent chemicals, PPE) in full compliance with regulations.

Performance & Optimization

• Review plant performance reports and identify bottlenecks or constraints.
• Drive initiatives in chemical optimization, sludge minimization, and energy efficiency.
• Recommend upgrades and system improvements to increase reliability and capacity.

Incident Response & Safety

• Act as the first escalation point for incidents, coordinating emergency response.
• Lead root cause analysis (RCA, 8D, 5Why) and implement corrective actions.
• Ensure team training in emergency protocols, chemical handling, and EHS compliance.

Maintenance & Reliability

• Plan and oversee preventive and corrective maintenance for pumps, clarifiers, blowers, and instruments.
• Ensure accuracy of online monitoring systems (pH, TSS, fluoride meters, etc.).
• Coordinate with vendors and contractors for servicing, calibration, and upgrades.

Team Leadership

• Lead, train, and mentor WWTP operators and technicians.
• Prepare shift schedules and ensure 24/7 operational readiness.
• Foster a safety-first, compliance-driven culture.

Continuous Improvement & Cost Management

• Track KPIs (chemical consumption, sludge volume, downtime).
• Implement cost reduction initiatives without compromising compliance.
• Provide technical input for expansion projects and new system commissioning.

Qualifications & Experience

• Bachelor’s degree in Environmental Engineering, Chemical Engineering, Industrial Chemistry, or related field.
• 5–8 years’ experience in industrial wastewater treatment , preferably in the semiconductor or chemical industry.
• 2–3 years in a supervisory/managerial role .
• Certified Competent Person in Wastewater Treatment (CePIETSO – PCP ).
• Familiarity with ISO 14001 / 45001 systems.
• Strong leadership, problem-solving, and stakeholder management skills.

Job Summary

We are seeking an Environmental Officer to ensure our Wastewater Treatment Plant (WWTP) operates in full compliance with Malaysian environmental laws, DOE regulations, and internal standards. This role will also manage air pollution control systems (scrubbers) and scheduled waste according to the Environmental Quality Act 1974.

Key Responsibilities

1. Wastewater Treatment Plant (WWTP):

• Assist in monitoring, operating, and maintaining WWTP processes.
• Conduct routine sampling and effluent analysis to ensure compliance with Standard B discharge limits.
• Maintain operational records, chemical usage logs, and daily WWTP reports.
• Coordinate with laboratories and consultants for testing and audits.
• Identify and resolve operational issues promptly.

2. Scrubber System Management:

• Operate and maintain scrubbers for air emission control.
• Monitor parameters such as temperature, flow rate, and pressure drop.
• Keep inspection and maintenance records.
• Ensure compliance with Clean Air Regulations 2014 .

3. Scheduled Waste Management:

• Identify and classify scheduled wastes under EQA (Scheduled Wastes) Regulations 2005 .
• Ensure proper labeling, storage, and bunding of waste containers.
• Maintain scheduled waste inventory and submit eSWIS reports.
• Coordinate with licensed contractors for collection and disposal.
• Train staff on waste handling procedures.

4. Environmental Compliance & Reporting:

• Liaise with DOE officers and support environmental audits.
• Submit Environmental Performance Reports (EPR) and other mandatory documentation.
• Stay updated with regulatory changes and implement compliance measures.
• Conduct internal environmental inspections and corrective action follow-ups.

5. Safety & Awareness:

• Promote environmental awareness within the organization.
• Participate in environmental training and emergency drills.
• Respond to environmental incidents such as spills or leaks.

Requirements

• Diploma or Degree in Environmental Science , Chemical Engineering , or related field.
• 2–3 years experience in WWTP, air pollution control, or waste management.

Certifications (Required – at least one):

• CePSWaM – Certified Environmental Professional in Scheduled Waste Management.
• CePSO – Certified Environmental Professional in Scrubber Operation.

Certifications (Preferred):

• CePIETSO – Certified Environmental Professional in Industrial Effluent Treatment System.

Skills:

• Strong knowledge of DOE Malaysia environmental laws & reporting systems (OER & eSWIS ).
• Good analytical, documentation, and communication skills.
• Proficient in Microsoft Office and environmental monitoring instruments.

Working Conditions

• Plant-based role with regular fieldwork (indoor & outdoor).
• Shift work required, including nights, weekends, and public holidays.
• Must be available for emergency call-outs when required.

Responsibilities

• Assist Plant Supervisor to perform activities related to production and maintenance of equipment and machinery industrial plant.
• Assist Plant Supervisor to run plant, monitor and manage the PLC system and maintenance.
• Assist to carry out routine checks, troubleshooting on all breakdown issues. Ensure that all machines operate at the highest efficiency and effective level.
