Position Overview:
The Discipline Lead Technical Safety will be responsible for providing specialist engineering expertise and leadership in technical safety across PETROS’ capital projects, business workstreams, and asset operations. The role will act as a trusted advisor in process safety management, ensuring compliance with all applicable technical safety legislation, standards, and best practices. Responsibilities include facilitating and overseeing process safety studies and reviews, providing assurance on safety deliverables, and reviewing and endorsing technical safety reports and recommendations. This position is key to safeguarding asset integrity, enhancing operational excellence, and maintaining PETROS’ high HSSE performance standards.
Key Responsibilities:
- Lead and provide expert-level Technical Safety discipline support across the entire project and asset lifecycle, including front-end engineering, detailed design, construction/commissioning, and operational phases.
- Ensure effective implementation of Asset Integrity and Process Safety Management (AIPSM) by providing assurance on integrity across the Design, Execute, and Operate phases; ensuring compliance with PETROS Management System controls; managing changes and deviations; maintaining asset-critical data and documentation; and verifying the performance of Safety Critical Elements (SCEs) and their respective Performance Standards (PS).
- Organize and facilitate technical risk assessment studies such as HAZOP, HAZID, HEMP, LOPA, SAFCO, Pre-Startup Safety Review (PSSR), Physical Effects Modelling, and ALARP assessments for both new developments and existing operations.
- Participate in, and provide coaching for, incident investigations and audits, particularly those relating to process safety events, ensuring robust root cause analysis and effective learning implementation.
- Support the development, implementation, and continuous improvement of the Technical Safety competency framework within PETROS.
- Provide coaching, mentoring, and knowledge sharing to strengthen the Technical Safety discipline skill pool and promote best practices across the organisation.
- Ensure compliance with technical safety legislation, standards, and regulatory requirements, and maintain the integrity of the technical safety management system and associated databases.
- Maintain familiarity with process safety management elements, HSE Case requirements, plant safeguarding systems, and mitigation strategies to ensure risk is reduced to ALARP.
Qualifications & Experience:
- Bachelor’s degree in Engineering (Chemical, Mechanical, Process, Safety, or related field), with a minimum of 15 years’ professional experience, including at least 5 years in a senior or similar technical safety leadership role, preferably within the oil & gas industry.
- Proven experience in facilitating and/or reviewing technical safety studies, including HAZID, HAZOP, SIL, QRA, and fire protection assessments.
- Strong familiarity with Malaysian and international safety regulations and standards (e.g., OSHA, API, NFPA) and their application in oil & gas operations.
- Proficiency in preparing technical safety deliverables such as Safety Cases, Risk Registers, Bowtie Analyses, and associated documentation.
- Professional engineering accreditation and/or recognised certification in the Technical Safety discipline will be an added advantage.
- Completion of formal process safety training (e.g., PSM, HAZOP, QRA, NFPA) and knowledge of relevant technical safety software tools will be highly regarded.

This role supports the safe delivery of offshore projects through design-phase risk assessments, compliance oversight, and process safety engineering. The position offers exposure to high-impact offshore developments across Southeast Asia and beyond.
Key Responsibilities:
• Participate in and/or be responsible for activities related to formal safety assessments, including HAZID, HAZOP, SIL, LOPA, QRA, and Bowtie
• Develop or review safety deliverables including:
• Ensure all safety designs and documentation comply with API, IEC, DNV, ISO standards and PETRONAS / DOSH regulations
• Interface with engineering, construction, and commissioning teams during all project phases
• Participate in incident investigations, root cause analysis, and corrective action tracking
• Support regulatory engagement, safety audits, and client reviews as needed
Qualifications & Experience:
• Bachelor’s Degree in Chemical, Process, or Safety Engineering
• 8–10 years or more of offshore experience in technical/process safety engineering
• Hands-on experience with risk tools (e.g. PHA-Pro, BowtieXP, DNV Phast)
• Familiar with Malaysian and regional regulatory requirements (e.g. PETRONAS MS-OG, DOSH)
• Strong verbal and written communication skills; able to operate across technical and client interfaces
• Able to travel or mobilize for offshore or site-based safety reviews when required

- Ability to code/knowledge of AI would be an advantage.
- Possess strong written, verbal communication and data presentation skills in both Bahasa Malaysia and English.

Technical Expert, Functional Safety
We are currently based at KL Eco City, Malaysia.
Purpose
To guide corporate, proposal, and projects on Functional Safety Management, in collaboration with different departments and process safety section, prevent and mitigate safety-related failures throughout the lifecycle of the facility.
Responsibilities
- Independently develop and review corporate Safety Instrumented System (SIS) Lifecycle Plan and Functional Safety procedures, and review other corporate standards for consistent application of Functional Safety Management throughout the lifecycle of the fleet/facility.
- Provide functional safety technical expert advice at a corporate and global level based on MODEC and industry standards, considering the entire lifecycle of the facility.
- Prepare and review SIS lifecycle Plan and other SIL-related documents e.g. SRS
- Develop scope of work, perform technical bid evaluation for functional safety consultants, participate in HAZOP and LOPA workshops, plan, review, and deliver functional safety studies/deliverables.
- Attend workshops for the definition of Safety Critical Elements (SCEs), communicate SIL requirements for SCEs that are part of the SIS, review SCE design, manage the tracking and review of EPCI assurance tasks to ensure that SIS is designed, procured, constructed, commissioned, and installed in accordance with performance standards
- Coordinate and manage functional safety consultants/ subcontractors to ensure the facility’s SIS is properly assessed in accordance with the scope of work and methodology, in a timely manner and on budget
- Instruct and guide engineers to collect SIL classification data. Perform SIL verification, prepare deliverables, review other discipline deliverables, and collaborate with other disciplines and departments.
- Comply with MODEC Group Policy, Code of Business Conduct and Ethics at all times.
- Bachelor’s or Master’s degree in Chemical Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering or Safety Engineering. Minimum 18 years of relevant working experience in Functional Safety in the oil and gas sector.
- Functional Safety professional certification such as exida Certified Functional Safety Expert (CFSE), TÜV Functional Safety Engineer, or an equivalent is highly preferred

Provide functional safety technical expert advice at a corporate and global level based on MODEC and industry standards, considering the entire lifecycle of the facility. Prepare and review SIS lifecycle Plan and other SIL-related documents e.g. SRS Develop scope of work, perform technical bid evaluation for functional safety consultants, participate in HAZOP and LOPA workshops, plan, review, and deliver functional safety studies/deliverables. Attend workshops for the definition of Safety Critical Elements (SCEs), communicate SIL requirements for SCEs that are part of the SIS, review SCE design, manage the tracking and review of EPCI assurance tasks to ensure that SIS is designed, procured, constructed, commissioned, and installed in accordance with performance standards Coordinate and manage functional safety consultants/ subcontractors to ensure the facility’s SIS is properly assessed in accordance with the scope of work and methodology, in a timely manner and on budget Instruct and guide engineers to collect SIL classification data. Perform SIL verification, prepare deliverables, review other discipline deliverables, and collaborate with other disciplines and departments. Comply with MODEC Group Policy, Code of Business Conduct and Ethics at all times.
Requirements
Bachelor’s or Master’s degree in Chemical Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering or Safety Engineering. Minimum 18 years of relevant working experience in Functional Safety in the oil and gas sector. Functional Safety professional certification such as exida Certified Functional Safety Expert (CFSE), TÜV Functional Safety Engineer, or an equivalent is highly preferred

Qualifications:
• Bachelor’s degree in engineering; master’s degree and/or professional registration is a plus.
• 4 to 7 years of experience with relevant experience and projects under a variety of local, regional and national regulatory standards.
• Possess strong written, verbal communication and data presentation skills in both Bahasa Malaysia and English.
• Strong Project Management skills.
• Strong commitment to safety, including following established Health and Safety protocols.
• Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision.
