The Strategic Sourcing Manager leads end-to-end procurement strategies for VAT Malaysia, driving cost efficiency, supplier performance, and regulatory compliance. The role partners with stakeholders to align business needs, manages supplier relationships and contracts, and achieves savings targets while fostering continuous improvement and developing a high-performing procurement team.
Yourresponsibilities include, but not limited to:
- Stakeholder Satisfaction & Relationship Management:
- Collaborate with internal stakeholders with strong business relationship to understand their procurement needs and provide appropriate solutions.
- Be preferred local Business Partner and be the voice of business stakeholder's needs & requirements by understanding and relay business needs and requirements.
- Provide outstanding services that meet stakeholders’ needs to achieve outstanding customer satisfaction
- Compliance and Regulatory Control:
- Ensure compliance with company policies and regulatory requirements. To provide strategies to increase compliance.
- Develop, implement and manage all vendor relationships and services ensuring compliance to service level agreements.
- Strategy and Suppliers Management:
- Responsible for end to end management of VAT Malaysia plant, including category sourcing, projects in the pipeline, procurement process and policies and managing the spend and savings targets for the plant spend.
- Align with VAT CH team to develop and execute strategy for indirect spend categories.
- Lead the development of indirect strategies to drive cost savings and improve supplier performance.
- Manage complex projects from conception through implementation, including change management
- Establish and maintain supplier relationships, and facilitate periodic business reviews to continually identify process improvements and cost reduction opportunities
- Manage supplier performance, ensuring compliance with contractual obligations and service level agreements
- Contract Negotiation and Cost Management:
- Negotiate contracts and terms with suppliers to ensure favorable terms and conditions.
- Monitor and report activities to ensure fulfilling service levels and take mitigation actions in case of non-fulfilment of agreements
- Partner with legal to ensure proper forms of Agreement are utilized, contractor conformance with the terms and conditions of the Agreements, and refinement of Agreements as required.
- Accountable for IDM spend & savings targets and objectives for VAT MY
- Analyze procurement data to identify cost-saving opportunities and improve processes.
- Supporting scrap management for the manufacturing plant.
- Define and track the indirect procurement performance dashboard for the plant.
- Encourage innovation and continuous improvement while implementing development opportunities to to enhance their skills to be Subject Matter Expert and career development
- Lead and develop a high-performing procurement team.
- Bachelor’s / Masters degree or equivalent work experience in Sourcing / Procurement with relevant experience of a minimum 10+ years in manufacturing plant environment.
- Candidate must be a strong people manager, able to make informed decisions and manage detail and risk.
- Working experience within a global complex organization.
- Strong management and organizational skills to build teamwork and collaboration.
- Builds strong and successful strategic supplier partnerships. Coaches and develop team and provides regular feedback and guidance.

- Advanced and validated knowledge of procurement industry cost structures and drivers
- General knowledge of applicable sourcing, planning, and logistics laws and regulations

- Ability to establish supplier specifications in conjunction with subject specialists, measure and drive conformance to specifications, and manage internal and supplier relationships to achieve desired results
- Strength in meeting or exceeding project achievements and results, while multitasking and prioritizing
- Capable of dealing in high stress environment, balancing operational and strategic priorities.
- Hands-on attitude, strong leadership, influence and communication as well as the ability to partner with a wide range of organizations and interact regularly with senior management.
- Strong analytical skills (risk based) and goal-driven thinking. Focus on the essential facts, with the ability to present results clearly and compellingly.

Job Description
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Works with stakeholders to address all aspects of procurement management for Contract Manufacturer (CM), including pricing, procurement support, supplier management, supply-base strategy, market trends assessment, etc.
- Understand business service needs, request for quotation, negotiate pricing, commercial and supply agreements with suppliers.
- Set up “should cost” study and lead quarterly negotiation with suppliers to achieve quarterly and yearly cost reduction.
- Manage overall cost with CM, roll-up BOM cost, monitor NRE and other special charges.
- Negotiate legal contracts such as NDA, GPA with suppliers.
- Coordinates procurement activities with manufacturing, quality, planning and engineering departments.
- Establish, implement, and administer system and process to evaluate, monitor, report and manage supplier performance and improvement (incl. QBR’s).
- Monitor commodity market trends, effectively reflect market dynamic in terms of supply, cost, etc.
- Identify potential sources or suppliers in business manner.
- Develop and execute a supply-base strategy to meet the Company’s business growth and requirements.
- Identify, develop and manage relationships with existing and potential suppliers to meet the established cost, quality and delivery targets.
- Collaborate with Engineering, Operations and Quality to identify and drive cost reduction / avoidance activities.
- Collaborate with NPI, Engineering, Quality and Operations to effectively manage NPI procurement related activities.

- Bachelor degree or above

- Collaborate closely with Research & Development (R&D), Production, Sales, and Finance teams for accurate material forecasting, proactive demand planning, and seamless integration into new product development initiatives.
- Oversee comprehensive procurement documentation, conduct in-depth data analysis, and prepare insightful reports to inform strategic decision-making and ensure transparency across all procurement activities.
- Proactively identify and resolve supply chain disruptions, quality issues, or delivery challenges with suppliers, implementing corrective actions swiftly to minimize any adverse impact on production.
- Lead, mentor, and develop the procurement team, guiding them through complex tender processes, thorough quotation analysis, and effective negotiation strategies to enhance their capabilities and performance.

Our distinguished client is looking for an ambitious and experienced professional to join the team as a Sourcing Manager to drive procurement initiatives for commodity food ingredients. This pivotal role is focused on ensuring a reliable, cost-effective ingredient supply by developing strong supplier relationships, leading negotiations, and optimizing procurement processes.
Job Responsibilities:
- Design and implement procurement strategies for commodity food ingredients to maintain a consistent and cost effective supply.
- Build and sustain long-term partnerships with suppliers to drive cost optimisation and enhance operational efficiency.
- Oversee contract negotiations and monitor supplier performance to meet targets for quality, cost, and timely delivery.
- Work closely with various internal teams to ensure sourcing initiatives support broader business goals.
- Stay updated on trends in commodity ingredients, assess market and consumer needs, and encourage product innovation and improvement.
- Track and evaluate supply chain performance indicators, pinpoint improvement opportunities, and execute corrective actions as needed.
- Guarantee adherence to all applicable industry standards and regulatory requirements in the food sector.
Requirements:
- Bachelor's degree in a relevant field; qualifications in Food Science or Food Technology are advantageous.
- At least 5 years' experience in supply chain management with a focus on procurement.
- Demonstrated track record in the food industry, particularly in sourcing commodity food ingredients.
- Strong negotiation and supplier management abilities and experience overseeing a diverse supplier base.
- Proven leadership skills with the capability to build and guide high-performing teams.
- Advanced analytical and problem-solving skills, with a commitment to process optimisation and ongoing improvement.
- Proficient in both English and Mandarin, with exceptional communication and interpersonal skills.

Role Description & Responsibilities
- Lead sourcing and purchasing activities across six AP South countries and six categories (Real Estate & Facilities, IT, Marketing, Professional Services, HR, Finance)
- Analyse spend data, set sourcing priorities (spend, risk, ESG, contracts), and engage stakeholders/suppliers to identify added value
- Determine the most suitable approach (RFx, direct negotiation, or no negotiation when justified) to achieve cost-efficiency and propose sourcing actions to management and collaborate with internal stakeholders for execution
- Negotiate and manage contracts including payment terms, and supplier relationships
- Provide data-driven insights, implement action plans, and ensure compliance, escalating where needed
- Partner with the Procurement Excellence team, representing AP South in global initiatives
- 5–10 years of indirect sourcing experience, with regional exposure across APAC a plus
- Strong background in RFx management, contract negotiation, and supplier management
- Solid understanding of ESG and sustainability practices
- Strong analytical, presentation, and communication skills to influence across geographies
- Proven ability to challenge, suggest improvements, and drive results

Purpose Statement: Responsible for identifying materials suitable for corporate contracts within assigned commodity scope. Responsible for developing and administering contracts which take full advantage of the total corporate volume and developing supply chain strategies to yield component contracts at the lowest Total Cost of Ownership (TCO). Responsible for generating forecast and total purchase reports for management as required.
Key Job Accountabilities
- Develop, communicate, and execute the forward growth strategy for assigned commodities. Conduct industry research and have a high degree of business knowledge of the manufacturers, suppliers and market place.
- Establish performance objectives and associated metrics for the Commodities Group. Track the performance and report progress on a monthly or quarterly basis as directed.
- Support sites in the region when critical component escalations arise.
- Provide necessary guidance and support to the organization on the commodity strategy.
- Cultivate and maintain regional and global strategic supplier relationships with their executives for all major component types within assigned commodities.
- Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or equivalent experience.
