Personnel Management and Training
- Recruit, train, and motivate diverse community outreach teams on activation, ensuring a high-performance culture aligned with WCK's mission and values.
- Provide leadership, mentorship, training and support to team members, promoting a culture of urgency, accountability, adaptability and continuous learning within the team
- Address personnel issues on activations in real time, and provide regular performance feedback on Corps members.
- Support the recruitment of Corps members, and manage personnel effectively on the ground to foster growth and ensure a diverse pipeline of activation leadership
- Identify professional development needs and gaps in team capabilities to arrange for appropriate training, and provide this feedback to relevant stakeholders for implementation.
- Respond within four (4) hours notice to a disaster area to act as Community Outreach Manager, managing relief operations on the ground, or in rare cases, remotely
- Lead and manage field teams specializing in community outreach and engagement. Ensure strategic and streamlined implementation of relief activities on the ground, operationalizing WCK's North Star values
- Design and implement response strategies in the field that are adaptable and robust enough to function in high-stress, dynamic environments affected by natural disasters or conflicts
- Recruit, onboard, train and manage community outreach teams, including local hires and Corps members in the field.
- Consult on the scope of the response, and manage or implement community outreach operations
- Provide regular updates on community outreach operations to the Response Director to ensure ongoing, transparent information sharing across the organization.
- Collaborate with all WCK departments on the ground, or remotely to support the needs of the activation.
- Ensure smooth transitions and complete handovers with other Activation Managers, and between Response Corps team members when rotating field teams through phases of the activation
- Complete the After-Action Report process immediately following activation wind-down, collating and drawing learnings for process improvement
- Rapidly scout community needs in a disaster area to design the scope of the response, and ensure that food reaches beneficiaries as quickly and effectively as possible.
- Foster a collaborative environment with local populations; establish and nurture relationships with community members throughout the activation.
- Gather feedback from beneficiaries to understand evolving needs and changes on the ground. Utilize findings to recommend the scope of WCK support, including potential scale up or wind down strategies.
- Build and maintain relationships with community members to understand overall food needs, feedback on WCK performance, and other concurrent mass-feeding activities
- Work with the finance team and Response Director to share cost projections for community outreach operations, focusing on meal production and logistical needs
- Collaborate with the procurement and logistics team to source materials and supplies efficiently and ensure timely delivery to affected areas
- Build strong relationships with local communities first.
- Ensure the teams conduct outreach and engagement activities that contribute to WCK's reputation as an effective, compassionate, and reliable relief organization
- Represent WCK in the field, acting as an ambassador to beneficiaries, partners, and the media, as required.
- Ability to spend up to 70% of the time in the field. The typical duration of an activation is four (4) weeks, though timelines could be longer.
- Must live within one (1) hour of an international airport or be willing to relocate.
- Willingness and ability to travel frequently to remote and potentially hazardous locations within four hours notice
- Bachelor's degree and/or equivalent preferred, or 5+ years of experience in management roles, preferably in fast paced, ever changing environments; including military, emergency response, culinary, humanitarian or event management settings.
- Experience leading, training and coaching large teams in challenging and rapidly changing environments.
- Ability to work independently with minimal infrastructure and resources
- Willingness to work in challenging environments with austere living conditions. For example, responders may not have access to running water, communications, or electricity and they may have to sleep outdoors and use bucket toilets
- Ability to work well with others and take directions to protect yourself and the team
- Demonstrated negotiation and diplomacy skills in complex and potentially volatile situations
- Exhibit a calm and composed demeanor during crisis situations, with the capacity to make sound decisions under pressure
- Be physically fit and have the stamina to work long hours doing physically demanding tasks in varying and potentially extreme climates
- Strong mental resilience and emotional intelligence to cope with the stressors associated with working in conflict environments

ABOUT THE UNIT
The Community Outreach Research Unit collaboratively develops intervention programmes to promote early detection and improve access to breast cancer care for women seeking treatment at Ministry of Health hospitals. The Community unit together with other research units in CRMY intends to close the gap in cancer care and our current focus is on breast cancer. The reality today is that who you are and where you live could mean the difference in cancer survival. It isn’t fair. But we can change this by developing the i) most effective healthcare system changes for improving survival and ii) innovative and cost-effective tools for enabling early detection of cancer in B40 communities.
SCOPE / PURPOSE OF JOB
The breast patient community navigator promotes timely diagnosis and treatment and aims to ensure seamless, coordinated care and services. The breast patient community navigator helps patients and their families access the health care delivery system through support, education, communication, and resources. This support begins at the point of a suspicious finding and continues throughout treatment to the resolution of the finding. The navigator works with breast cancer patients to improve their cancer care outcomes.
RESPONSIBILITIES
• Time management and keeping up with the dateline as per required with CRMY and MOH. Prioritization of task and activity carried out according urgency and need of breast cancer patients.
• Provide navigation support for breast cancer patients who are diagnosed with breast cancer. Uses the patient navigation intake assessment and identifies needs and barriers that prevent patient from accessing care. Tracks patient progress and keeps other care team members informed. Identifies potential bottlenecks and performs appropriate interventions.
• Assists patients across healthcare disciplines to ensure appointments are made and kept. Works closely with appropriate staff throughout the healthcare system to improve patient care outcomes
• Tracks and follows patient interactions via appropriate documentation policies and procedures
• Engages in program evaluation efforts and submits reports as necessary
• Identifies system and/or organizational barriers to care and recommends strategies to improve access
• Pays utmost attention to patient confidentiality; in order to facilitate care, patient navigator will have access to patient information including diagnosis, treatment plan, and personal information such as address to facilitate local community support and untapped services
• Resource Identification and Utilization – Coordinating services with nurse navigator to assist patients with their basic needs, ensuring that they complete their diagnosis and treatment in a timely manner. This includes advising on entitlements and helping with completion of application forms, referring patients to state/national agencies or non-profit organizations depending on the needs of the patient. Plan and conducting home visits for i) welfare assessment, ii) patient or caregiver education, and iii) defaulter tracking.
• Collaborates with local individuals, agencies, and organizations to facilitate access to community-based services addressing patients’ barriers to care.
• Well versed with local resources and able to build a wider and sustainable network of community partner to address barrier faced by breast cancer patients.
Essential Requirements:
• Education : Diploma/Bachelor’s degree OR a minimum two year of experience in hospitality, social work, psychology, population-based services, home care, community officer, human activist, social entrepreneurship, social services, customer care and service, OR a combination of education and experience that is similarly, equivalent.
• Full driving license and own a car/motorcycle
• Knowledge/Skills/Abilities
Effective professional communication skill, both orally and in written form ie. Good letter writing
skill.
Good computer skills (Microsoft Office and Virtual meeting platform)

is to reduce the burden of late-stage cancer through cancer prevention and early detection, delivered via innovative
community-based programmes. By working in close partnership with government hospitals, NGOs, and local communities, the
Unit also supports patients in navigating complex healthcare systems—enhancing access to timely diagnosis and ensuring
compliance to treatment. Through these efforts, we aim to close the cancer care gap and improve outcomes, particularly for
underserved populations.
SCOPE / PURPOSE OF JOB
The Community Outreach Research Unit is looking for a dynamic and motivated Research Associate (Monitoring and
Evaluation). Under the overall guidance of the Head of the Community Outreach Unit , the Research Associate will be
responsible for monitoring and enhancing the performance of systems established for the routine collection of data,
establishing a framework for programme monitoring and ensuring high quality and timely inputs and reports; and for ensuring
that the project maintains its strategic vision and that its activities meet the planned milestones in a cost effective and timely
manner. The Research Associate works in close collaboration with the Donor Engagement team for preparation and submission
of reports to appropriate stakeholders.
RESPONSIBILITIES
1. Monitor and enhance the performance of systems established to collect data (such as the Joget system), including
a. Being responsible for ensuring data collection completeness, and analysis of different data in relation to the project
activities
b. Assisting the navigatos with monitoring and evaluation tools and in supporting them in their use
2. Develop and strengthen monitoring, inspection and evaluation procedures, including:
a. Monitor all project activities, expenditures and progress towards achieving the project output;
b. Review the logic framework together with the Head of Department and to recommend further improvement of the logic
framework;
c. Develop monitoring and impact indicators that define project success;
d. Propose strategies to improve efficiency and assist Head of Unit in implementing these

• Minimum 5 years of relevant experience in project monitoring and evaluation, preferably in

SCOPE / PURPOSE OF JOB / JOB RESPONSIBILITIES ABOUT THE UNIT Cancer Research Malaysia is the country’s only independent non-profit cancer research organization, focused on conducting impactful research on cancers common in Asians and delivering evidence-based solutions to reduce the cancer burden in Malaysia. The purpose of the Community Outreach Unit at Cancer Research Malaysia is to reduce the burden of late-stage cancer through cancer prevention and early detection, delivered via innovative community-based programmes. By working in close partnership with government hospitals, NGOs, and local communities, the Unit also supports patients in navigating complex healthcare systems—enhancing access to timely diagnosis and ensuring compliance to treatment. Through these efforts, we aim to close the cancer care gap and improve outcomes, particularly for underserved populations. SCOPE / PURPOSE OF JOB The Community Outreach Research Unit is looking for a dynamic and motivated Research Associate (Monitoring and Evaluation). Under the overall guidance of the Head of the Community Outreach Unit , the Research Associate will be responsible for monitoring and enhancing the performance of systems established for the routine collection of data, establishing a framework for programme monitoring and ensuring high quality and timely inputs and reports; and for ensuring that the project maintains its strategic vision and that its activities meet the planned milestones in a cost effective and timely manner. The Research Associate works in close collaboration with the Donor Engagement team for preparation and submission of reports to appropriate stakeholders. RESPONSIBILITIES 1. Monitor and enhance the performance of systems established to collect data (such as the Joget system), including a. Being responsible for ensuring data collection completeness, and analysis of different data in relation to the project activities b. Assisting the navigatos with monitoring and evaluation tools and in supporting them in their use 2. Develop and strengthen monitoring, inspection and evaluation procedures, including: a. Monitor all project activities, expenditures and progress towards achieving the project output; b. Review the logic framework together with the Head of Department and to recommend further improvement of the logic framework; c. Develop monitoring and impact indicators that define project success; d. Propose strategies to improve efficiency and assist Head of Unit in implementing these e. Provide feedback to the Head of Unit on project strategies and activities; f. Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks; 3. Assist the Head of Unit in preparing Quarterly/Annual reports on project progress, and publications associated with the project 4. Perform other duties as required. QUALIFICATIONS/REQUIREMENTS Academic Qualifications • At least a Master’s degree in epidemiology, public health, implementation science, data science, health informatics, or a related field with strong emphasis on data analytics • Additional certifications in Monitoring & Evaluation (M&E), data management, or health systems research are an advantage Experience and Expertise • Minimum 5 years of relevant experience in project monitoring and evaluation, preferably in • Demonstrated experience in designing tools and strategies for data collection, analysis, and reporting • Proven ability to analyse data using statistical software (e.g., SPSS, Stata, R) • Experience in developing or managing digital data collection and monitoring platforms • Strong publication record in peer-reviewed journals commensurate with years of experience Other Competencies • Understanding of M&E methodologies, qualitative and quantitative research approaches • Excellent written and verbal communication skills in English and Bahasa Malaysia • Strong project management and facilitation skills • Proactive, self-motivated, and able to work independently • Demonstrated ability to manage complexity, multitask, and meet Seniority level

To provide medical consultation and opinion in regard to claims pertinent to Guarantee Letter (GL) or Reimbursement / medical claim disputes or appeals / investigations / underwriting, and to ensure effective implementation of case management intervention in order to efficiently reduce or contain healthcare cost, without compromising healthcare quality and needs, in addition to development of quality assurance programmes or other relevant initiatives for organization.
- Medical advisory lead within and beyond operations divisions. To provide medical insights to various divisions within the company such as Medical Claims, Network Management, Call Centre, Customer Services, Product Management & Pricing, Strategic Business Development etc.
- To monitor and follow up with complex cases that require prolonged stay or due for discharge based on the length of stay planned / benchmarked; with the objective of limiting unwarranted extension of stay without compromising the care quality and to evaluate / approve for Top Up GL that fulfills criteria set within the proposed benchmark.
- To provide medical consultation and opinion in regard to admissibility and necessity of medical claims, fulfilment of policy contract definition in medical claims, investigation and underwriting decisions, as well as ad-hoc medical consultation and opinion in medical related queries.
- To communicate with panel specialists via call conference or virtual meetings regarding Professional Fee Queries and address overcharging issues or any issues on specialist’s fees to appropriate parties such as hospital management / hospital fee committee and Ministry of Health (MOH), medical councils, LIAM / PIAM as and when required, in accordance with the PHFSA Fee Schedule and reasonable & customary charges (R&C) guides.
- To develop / coach claim assessors through regular medical trainings and development / revision of internal claims guidelines to enhance their medical knowledge and competency in claim assessment to deliver services in keeping with the standards set.
- To involve in projects and/or initiatives for department / division process improvement.
- To conduct quality assurance checking on medical claims; to vet through periodical service report and follow up with relevant parties for remedial actions and its implementation as and when required.
- Take accountability in considering business and regulatory compliance risks and take appropriate steps to mitigate the risks.
- Maintain awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company’s interest.
- Highlight any potential concerns / risks and proactively share the best risk management practices.
- In charge of fraud, waste and abuse (FWA) detection, resolution and prevention to minimize billing wastages by reviewing and analyzing trends and emerging patterns in hospital and doctors’ charges, implementing controls on claims overutilization.
The Person:
- Qualifications: Licensed practicing Medical Doctor (MBBS / MD) in good standing in medical community, preferably with clinical experience/ specialty in internal medicine, paediatrics, and surgical based. Postgraduate qualification in occupational health, family medicine, or any relevant field would be an added advantage. Experience in a public/ private hospital is essential. Experience in analysis, fraud detection is an added advantage.
- Working Experience: Minimum 5 years working experience in healthcare and/or insurance.
- Key Skills: Sound medical knowledge; knowledge of healthcare billing and medical terminology; strong business acumen with communication, analytical, problem solving, documentation and organization skills; strong negotiation and public relation skills.
- Key Knowledge: Knowledge in medical terminology, clinical knowledge; Proficiency in current healthcare delivery systems and hospital, patient management and billing system; insurance product and contractual wordings knowledge.
