Requirements:
  1. Sijil Pelajaran Malaysia (SPM) Certificate or equivalent, including vocational/technical training in any discipline.
  2. Minimum 6 years of experience as a Senior Operation Technician and/or Construction/Maintenance Supervisor or similar supervisory role.
  3. Minimum 10 years of experience in the oil and gas industry.
  4. Experience in managing and ensuring Permit to Work (PTW) compliance, including driving safety policies, promoting Job Hazard Analysis, and conducting accident investigations.
  5. Proven track record in Job Hazard Analysis and Risk Assessment.
  6. Full competence with the Permit to Work (PTW) system and management.
  7. Knowledge of Site Specific Procedures (SSP), SIMOPS, and risk studies such as Quantitative Risk Assessment.
  8. Familiarity with HEMP tools as applied to SIMOPS/concurrent activities on site.
  9. Strong influential and communication skills at all organizational levels to promote safety culture.
  10. Ability to interact with multi-discipline construction workers with minimal supervision.
  11. Valid BOSIET/TFOET with CAEBS certification (must provide evidence).
  12. Valid H2S course certificate.
  13. Leadership qualities with a positive attitude and open mindset.
  14. Effective communication, interpersonal, and leadership skills.
  15. Proficiency in MS Office and computer literacy.

What you will do

  • Project planning reporting and tracking.

About the Role

Stewardship - for technology assigned

  • Owns the knowledge of specific pharmaceutical manufacturing process technologies, locally, including any pilot scale, scale up or down, and Design of Experiments (DoE).

Qualification, Experience, Skills & Knowledge

  • Bachelor’s degree in Public Policy, Political Science, Business Administration, or related fields.
  • Minimum 5 - 7 years of experience in government relations, business development, or public affairs - preferably in telecom, infrastructure, or technology sectors.
  • Experience working with or supporting engagement with Malaysian public sector entities.
  • Familiarity with government tendering processes and public sector protocols is preferred.
  • Strong interpersonal and communication skills in Bahasa Malaysia and English.

Provide systems implementation support and advice Create training courses and supporting materials - including written, video, and interactive eLearning Deliver training to a range of users, physically or virtually Provide one-to-one and bespoke training for users to address specific issues Maintain a positive, empathetic, and professional attitude toward clients at all times Respond promptly to clients’ inquiries Communicate with clients through various channels Acknowledge and resolve clients’ complaints Know our products inside and out to answer questions and provide information when needed by clients Process orders, forms, applications, and requests Keep records of clients’ interactions, transactions, comments, and complaints Communicate and coordinate with colleagues as necessary Provide feedback on the efficiency of the client service process Ensure client satisfaction and provide professional client support Requirements

Job Responsibilities

At Astro, we're committed to shaping the future of media, technology, and connectivity in Malaysia. As we continue to grow and innovate, we're looking for a driven and policy-savvy professional to play a vital role in ensuring our compliance with key regulatory bodies, while helping us advocate effectively with government stakeholders.

In this role, you will serve as a key point of contact for regulatory and licensing matters, supporting Astro’s compliance across multiple business units. You’ll work closely with internal teams and external regulators—particularly MCMC, FINAS, MOF, and other ministries—to navigate evolving regulatory landscapes and uphold Astro’s standing as a responsible and forward-thinking business.

What You’ll Do

Provide expert advice and strategic guidance on regulatory compliance, licensing requirements, and government policies affecting the business. Draft and support the development of regulatory position papers, policy proposals, and response documents for public consultations and inquiries. Monitor and manage compliance with licenses, permits, standards, and applicable laws relevant to Astro’s operations. Build and maintain strong relationships with government stakeholders and regulatory agencies including MCMC, FINAS, and MOF. Represent Astro in regulatory forums and industry consultations, advocating for policy directions aligned with the company’s interests. Coordinate internal efforts to respond to regulatory changes, supporting cross-functional teams with insights and compliance planning. Manage the preparation and timely submission of reports and documentation required under licensing obligations.

Requirements

Who You Are:

A strategic thinker with strong analytical and communication skills. Comfortable operating in a fast-paced, cross-functional environment. Able to translate complex regulatory issues into clear action plans. Bachelor’s degree in Law, Economics, Policy, Finance, or a related field. Minimum of 5 years of relevant experience, including 3+ years in regulatory or policy work—preferably in the telecommunications, media, or technology sectors. Strong writing skills with experience drafting policy papers, regulatory responses, or lobbying materials. Proven ability to engage and influence external stakeholders, particularly government regulators and agencies. Project management experience and comfort with presenting to senior leadership is an advantage.
