Responsibilities:

• To coordinate, manage, and oversee overall Occupational Safety & Health (OSH) programs to meet organization OSH objectives and compliance towards requirement of legislation, code of practices, guidelines and standards.
• To liaise with external parties/government bodies such as DOSH, DOE, JKKP, BOMBA and etc. on pertaining to safety & health matters including licensing, compliance and audit.

JOB OBJECTIVE / SUMMARY

1. Maintain compliance with safety, health and environmental laws and regulations as issued by DOSH/DOE, other relevant agencies and Jadi HSE policy;
2. Develop and implement HSE management policies and systems;
3. Responsible for managing all aspects of the HSE function which may include but not limited to developing and implementing annual HSE program and management systems, compliance audits, continuous improvement of HSE-related processed based on best industry practices, incident investigation, reporting and corrective action resolution, internal/external reporting and compliance assurance;
4. Ensure that HSE-related trainings are provided adequately and effectively to all relevant employees;
5. Promote positive HSE culture and increase awareness of HSE processes and practices at leadership, operations and administrative levels;
6. Maintain and renew machineries license in JKKP Portal.
7. Improve company-wide HSE knowledge and understanding at various levels through working in cross-functional teams and any other initiatives;

JOB REQUIREMENTS

1. At least a Diploma/Bachelor's degree.
2. Passes Safety and Health Officer Course examination conducted by Niosh and;
3. A minimum of 2 to 3 years of experience in an HSE (Health, Safety and Environment) role within a manufacturing and chemical industry environment.
4. With or without 'Orang Yang Kompeten Safety and Health Officer' (OYKSHO) certification or Green Book holder.
5. Well versed with Occupational Safety and Health Act (OSHA) 1994, Factory and Machinery Act (FMA) 1967 and fair knowledge on Environmental Quality Act (EQA) 1974.
6. Fair knowledge on related management system e.g ISO 9001, OHSAS 18001, etc.
7. Good computer skills e.g. spreadsheets, Word, PowerPoint etc.
8. Able to perform job requirements independently with minimal supervision.
9. Must have good skills in building interpersonal relationships, including high degree of tact, diplomacy and ability to influence.

Key Objectives

1. To formulate, develop and monitor the implementation of HSS policies, systems, procedures and standards for existing activities and any new operations within LEGOLAND Malaysia in order to ensure effective safety management.

2. To ensure that effective HSS planning for LEGOLAND Malaysia is undertaken and includes realistic short and long term objectives based on a cost benefit analysis approach to determine priorities and establish performance standards.

3. To proactively identify, design and successfully deploy HSS related initiatives and programmes within LEGOLAND Malaysia that will deliver leading edge HSS standards, performance and culture.

4. To establish and maintain procedures for the reporting, investigation, recording and analysis of injury accidents, dangerous occurrences, near miss incidents and work related ill health.

5. To provide detailed and balanced HSS performance analysis and reports for LEGOLAND Malaysia, in a timely manner.

Main Responsibilities

1. Drives the HSS strategy for LEGOLAND Malaysia and sets the agenda/framework for continuous improvement.

2. Provides strategic direction, guidance, coaching and development to LEGOLAND Malaysia senior management to enable the Resort to own and drive their HSS programmes / improvements.

3. Evaluates HSS risks for all LEGOLAND Malaysia activities and operations and develop controls to manage and reduce these risks.

4. Develops strategies and ideas alongside LEGOLAND Malaysia's leadership team to reduce accident levels and improve safety performance.

5. Develops and maintains an effective HSS risk assessment strategy and via an auditing programme ensures that all risks are sufficiently identified and controlled.

6. Responsible for the development and drafting of new HSS standards, processes and procedures for LEGOLAND Malaysia.

7. Responsible for undertaking cost/benefit and gap analyses as an integral element to the development and approval of new HSS standards and procedures.

8. Undertakes impact assessments for any new HSS legislation and industry Codes of Practice / Standards where they could impact LEGOLAND Malaysia.

9. Helps ensure alignment to relevant ISO management standards.

10. Ensures the effective management of ride, fire and food risks (and other core risks) at LEGOLAND Malaysia in conjunction with other members of the leadership team.

11. Drives the focus on culture change in LEGOLAND Malaysia through the 'Protecting the Magic' campaign and initiatives which reinforce the Group's HSS vision, strategy and culture.

12. Provides relevant and meaningful Management Information on achievements of HSS objectives in LEGOLAND Malaysia against agreed KPI's to monitor progress against targeted improvements.

13. Presenting and reporting upon HSS performance, issues and concepts at LEGOLAND Malaysia's senior leaderships meetings.

14. Proactively support the development and execution of Group-wide HSS programmes and standards, as required, particularly as they relate to LEGOLAND Parks.

15. To liaise with Heads of Department to identify safety training needs and ensure that safety training programmes undertaken reflect the needs of the business and the delegates involved.

16. Liaise with appropriate enforcement bodies and ensure that the requisite HSS standards are followed in respect of new projects/attractions both in terms of design/operation and project management.

17. On behalf of LEGOLAND Malaysia, liaise with appropriate enforcement bodies in their follow-up to any incidents or issues as they relate to incidents, near-misses, compliance or complaints.

18. Responsible for the development of new HSS training programmes for LEGOLAND Malaysia.

19. Delivers appropriate HSS training, with specific focus on Train the Trainer arrangements.

20. Identifies and liaises with 3rd party training establishments and/or training accreditation bodies.

21. Oversees the setting of HSS competency / training requirements for LEGOLAND Malaysia.

22. Produces management information in relation to HSS training courses required, training courses completed and delta sizes.

23. Develop and implement cost effective HSS management/accident prevention strategies to control direct and indirect costs arising from work related accidents and ill health involving guests, employees and contractors.

24. Interpret and apply HSS law pragmatically in the context of the LEGOLAND Malaysia organisation and relevant industry standards.

25. Develop and maintain specific HSS management plans/programmes for significant risk topics to ensure, as far as is possible, compliance with all relevant legislative requirements and industry best practice.

26. To establish organisational systems and risk control methods relating to hardware and human performance by advising LEGOLAND Malaysia line management on matters such as legal and technical standards.

27. Acts as the local reference point for the utilisation and functionality of chosen HSS IT systems and applications (inc. tablet utilisation).

28. Ensure the development of HSS programmes within any budgetary constraints specified.

29. Ensure HSS colleagues/representatives are appointed (where required), appropriately trained, co-ordinated and line managed. Arrange and chair relevant HSS committee meetings and attend employee forums where necessary.
