- Fitness to Work (FTW) Program Oversight and Medical Assessment Advisory
- The Medical Advisor shall take full responsibility for the implementation and continuous improvement of the FTW program. Tasks include:
- Review, assess, and make final decisions on Fitness to Work medical reports for the following examinations in accordance with company FTW which is at minimum, in-line with PETRONAS, and/or PTTEP guidelines:
- Pre-employment Medical Examination
- Offshore Medical Examination
- Radiation Workers Medical Examination
- Exit Medical Examination
- Return to Work Medical Examination
- Any other health assessment required by company
- Review and recommend updates to the company FTW Procedure to ensure compliance with legal requirements and industry best practices.
- Evaluate and appoint an adequate number of Approved Medical Examiners (AMEs) in Malaysia and Thailand and ensure they are effectively informed of their responsibilities in line with current company FTW procedures.
- Maintain open and continuous communication with all company AMEs, particularly for Offshore Safety Passport (OSP) approvals, to ensure that medical assessments are consistent with company standards.
- Review and validate medical reports, including the authority to request further information, additional tests, or override AME decisions if necessary for the purpose of OSP approval.
- Health Consultation and Medical Advisory
- Provide advice and consultation on medical issues faced by company employees and contractors, including expatriates requiring special or controlled medication unavailable in Malaysia.
- Support and advise on medical referrals on a case-by-case basis.
- Provide updates and guidance on emerging or ongoing public health matters, including but not limited to outbreaks, pandemic preparedness, and occupational disease trends.
- Support and conduct health talks, awareness campaigns, and wellness programs as required by company.

- Review results of health surveillance programs, identify areas of concern, and communicate findings to relevant stakeholders for corrective action.

- Conduct and manage on-site Drug and Alcohol Testing at company worksites.

About youSkills and Qualifications
- Medical Degree (MBBS or equivalent) from a recognized institution and post graduate qualification in Occupational Health / Occupational Medicine. Full Registration with the Malaysian Medical Council.
- Possess at minimum, a valid Occupational Health Doctor (OHD) certification from NIOSH Malaysia. Other post graduate Occupational Health/Occupational Medicines maybe considered. Preferably 5 years’ experience or more practicing Occupational Health post attainment of postgraduate qualification
- Strong clinical skills and broad experience in various medical disciplines. Highly articulate with excellent command of written and spoken English. Ability to work independently and as part of a multidisciplinary team.
- Experience with supporting cases remotely by telehealth an advantage. Time flexibility and able to work within global time zone environment
Preferred Skills
- Prior corporate or high-risk industries (e.g., oil & gas, manufacturing, construction) experience
- Additional certifications (e.g., Audiometry, Spirometry, OGUK, OGSP).
- Familiarity with ISO standards and HSE management systems

Maintain open and continuous communication with all company AMEs, particularly for Offshore Safety Passport (OSP) approvals, to ensure that medical assessments are consistent with company standards. Review and validate medical reports, including the authority to request further information, additional tests, or override AME decisions if necessary for the purpose of OSP approval.
Health Consultation and Medical Advisory Provide advice and consultation on medical issues faced by company employees and contractors, including expatriates requiring special or controlled medication unavailable in Malaysia. Support and advise on medical referrals on a case-by-case basis. Provide updates and guidance on emerging or ongoing public health matters, including but not limited to outbreaks, pandemic preparedness, and occupational disease trends. Support and conduct health talks, awareness campaigns, and wellness programs as required by company.
Medical Surveillance and Program Evaluation Review results of health surveillance programs, identify areas of concern, and communicate findings to relevant stakeholders for corrective action. Ensure that all health surveillance and medical assessment programs are designed and implemented satisfactorily and remain fit for purpose. Support on-site health assessment and health campaign activities when required.
Representation and Coordination with Authorities Represent company in meetings with relevant government bodies and health authorities, either independently or in conjunction with the company HSE team.
Medical Testing and Facility Evaluation Coordinate and arrange for medical examinations to be conducted at any approved company AME clinics in Malaysia or Thailand. Conduct and manage on-site Drug and Alcohol Testing at company worksites. Conduct and manage on-site Medical Facility Assessments to ensure adequacy and compliance with company standards.

Requirements
Certified in Occupational Health Doctor, with additional competence or training in Travel Health Medicine. A minimum of seven (7) years of relevant experience providing occupational health services / advisory within the Upstream Oil and Gas Industry. Recognized as an Approved Medical Examiner (AME) by either PETRONAS or PTTEP, with valid and current approval status at the time of proposal submission.

- Possess a basic degree in Science, HSE from a recognized university.
- Must hold valid & certified Industrial Hygienist.
- Min. 5 years’ working experience in the IH field with at least 2 years’ working experience in the Oil & Gas or petrochemical industry specifically.
- A certified competent person in selected disciplines in IH such as Noise, Radiation Person Officer (RPO), Chemical Health Risk Assessor etc. will be an added advantage.
- Knowledge with OH matter is an advantage.
- Must be prepared to travel offshore.
- Articulate with an excellent command of English.
Occupational Health Doctor (OHD)
- Should have a basic medical degree registered with the Malaysian Medical Council and a post-graduate certificate or Diploma or Masters or PhD in OH that is recognized by DOSH.
- Have successfully completed the OHD Training Course and passed OHD examination by NIOSH.
Occupational Health Nurse (OHN)
- Must have a basic nursing or medical assistant certificate, diploma or degree registered with the Ministry of Health.
- Must have a valid Annual Practicing Certificate (APC) from the respective body such as Nursing Board or Medical Assistant Board.
- Must complete a post-basic certificate, diploma or degree in Occupational Health.
- Must be prepared to travel offshore.
- Articulate with an excellent command of English.
