POSITION OVERVIEW

Reporting to the Data Centre Cluster Operations Manager, the Building Services Manager is responsible for overseeing the security and soft services across multiple buildings within a data centre cluster. Soft Services include: cleaning services, waste management, landscaping, pest control, handyman repairs, and all front-of-house facilities such as lifts, gates, and roller shutters. The role ensures that the data centre cluster operates smoothly and securely, providing a safe and efficient environment for all employees and visitors.

RESPONSIBILITIES

Security Management:

  • Develop and implement security policies, protocols, and procedures across all buildings.
  • Manage security staff and ensure all personnel are trained and compliant with security standards.
  • Oversee access control systems, CCTV, and alarm systems in all buildings.
  • Conduct regular security audits and risk assessments to identify vulnerabilities.
  • Respond to security breaches and incidents promptly and effectively.

Cleaning Services:

  • Manage the cleaning staff and ensure all areas of the facility are maintained to a high standard of cleanliness.
  • Develop and monitor cleaning schedules and ensure compliance with health and safety regulations.
  • Liaise with cleaning contractors to ensure service levels are met across all buildings.

Waste Management:

  • Implement effective waste management and recycling programs for the entire data centre cluster.
  • Ensure compliance with environmental regulations and sustainability goals.
  • Coordinate with waste disposal vendors for timely and efficient waste removal.

Landscaping:

  • Oversee the maintenance of the facility's outdoor areas, including gardens, lawns, and green spaces.
  • Manage landscaping contractors to ensure the grounds are well-maintained and aesthetically pleasing across all buildings.

Pest Control:

  • Implement and manage pest control measures to prevent infestations in all buildings.
  • Coordinate with pest control services to conduct regular inspections and treatments.

Handyman Repairs:

  • Manage a team of handymen to address minor repairs and maintenance tasks within the facility cluster.
  • Ensure all repairs are carried out promptly and to a high standard.

Front-of-House Facilities:

  • Oversee the maintenance and operation of lifts, gates, roller shutters, and other front-of-house facilities.
  • Ensure these facilities are regularly inspected and maintained to prevent downtime or malfunctions.

Vendor Management:

  • Liaise with external contractors and service providers for various facility management services.
  • Negotiate contracts and ensure services are delivered in accordance with agreements.

Health & Safety:

  • Ensure compliance with all health and safety regulations.
  • Conduct regular safety audits and risk assessments.

CANDIDATE REQUIREMENTS:

  • Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field.
  • Proven experience in facilities management, preferably in a data centre or similar environment.
  • Strong knowledge of security protocols and experience managing security personnel.
  • Excellent organizational and leadership skills.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple tasks and prioritize effectively.
  • Knowledge of health, safety, and environmental regulations.
  • Proficiency in facilities management software and tools.

Turner and Townsend are looking for a Mechanical & Electrical (M&E) Field Engineering Manager to be in the field based in Taiwan . The position requires bilingual proficiency in English and Chinese. In this role, you will be responsible for overseeing the installation, commissioning, and maintenance of mechanical and electrical systems on-site. This role requires strong technical skills, project management experience, and leadership abilities to ensure projects are completed on time, within budget, and to the required quality standards.

Job Description

  • On-site leadership: Oversee the work of engineers, technicians, and contractors to ensure project objectives are met.
  • Technical expertise: Provide technical guidance and support for all mechanical and electrical aspects of the project.
  • Project management: Develop and maintain project schedules, budgets, and scope.
  • Quality assurance: Ensure all work meets project specifications and industry standards.
  • Problem-solving: Identify and resolve technical issues, including failure analysis and troubleshooting.
  • Stakeholder management: Communicate effectively with project stakeholders, including clients, contractors, and internal teams.

Qualifications

  • Candidate must be bi-lingual in English and Mandarin.

  • Bachelors or Masters Degree qualifications in Mechanical and/or Electrical Engineering or similar. Built up working experience can be considered
  • Minimum of 15 years' experience with high voltage substation projects.
  • Experience and knowledge of all of the main HSE project management concepts, tools and techniques.
  • Demonstrated ability to work in a fast paced and high-pressure environment, to meet often tight deadlines, and to work pro-actively as part of a committed team.
  • Strong leadership, communication & interpersonal skills.
  • Understanding of relevant local and international codes, standards, and regulations.
  • Computer/IT knowledge of Microsoft Office, Microsoft Project tool, Conference call and Internet skills.

(Note - Program: Graduate Trainee Program (GeT) under the PROTÉGÉ Program) Responsibilities:

Carry out assigned work according to Reliability Centred Maintenance (Unscheduled / Schedule / Condition Based Maintenance) and Sustainability Program, including other disciplines when required. Perform maintenance for specialized or complex equipment according to Reliability Centred Maintenance, especially on assets or facility systems that require expertise. Perform preventive and routine maintenance activities, record log sheets, and input all data into the Engineering Operation Data (EOD) module of the Asset and Services Information System (ASIS). Request the procurement of goods in accordance with Service Work (SW) / Service Request (SR), monitor the progress of work done by vendors, and verify invoices for payment processing. Attend and verify Testing & Commissioning activities and assist with the Asset / Project Registration process for new assets or projects as required. Assist and provide technical feedback on maintenance work requiring vendor expertise, monitor the work, and report to superiors. Schedule and conduct housekeeping of the Plant Room, workshop, and maintenance equipment to ensure they are in good condition and safe, complying with work safety regulations. Requirements:

Diploma in Electrical Engineering or a related specialization.

This dual-role position combines hands-on mechanical expertise with managerial responsibilities to drive operational excellence and foster the next generation of engineering talent.

Safety Leadership:

  • Ensure that technical team, mechanical systems and operations comply with health, safety, and environmental regulations, prioritizing the people's safety and the environment.
  • Establish and enforce safety standards within scope of control.
  • Take personal interest and lead workplace safety training programs, fostering a culture of safety and compliance.
  • Perform regular risk assessments and implement mitigation strategies to prevent accidents and ensure operational safety (HIRARC)
  • Collaborate with cross-functional teams to ensure compliance with all local and corporate safety programs.

Mechanical Expertise:

  • Diagnose and optimize the performance of complex manufacturing equipment, ensuring machines operate at their peak efficiency.
  • Collaborate with equipment vendors to design and implement innovative technological solutions tailored to manufacturing needs.
  • Provide technical training and mentorship to junior engineers, imparting deep insights into equipment functionality and troubleshooting best practices.
  • Leverage expertise in technologies such as surface sanding, multi-layer pressing, precision cutting, and material handling systems to improve equipment reliability.
  • Stay updated on emerging technologies and methodologies to enhance machinery performance and reliability.

Maintenance Management:

  • Develop and implement comprehensive maintenance strategies such as TPM to ensure equipment reliability and minimize downtime.
  • Lead and oversee maintenance teams, coordinating preventive and corrective maintenance activities across the facility.
  • Manage the maintenance of technologies including automated pressing machines, surface sanding systems, and precision preparation equipment.
  • Manage maintenance budgets, spare parts inventory, and procurement strategies to optimize costs while maintaining operational excellence.

Leadership and Growth:

  • Demonstrate first-hand management experience, including team development, performance evaluation, and strategic planning.
  • Drive cross-functional collaboration to improve manufacturing processes and achieve company objectives.
  • Prepare for future technical leadership roles by continuously developing management and decision-making skills.

Requirements

  • Bachelor’s degree in Mechanical Engineering or a related field.
  • Proven experience in mechanical engineering, with expertise in analysing and optimizing industrial equipment.
  • Familiarity with manufacturing technologies such as automation systems, precision mechanics, pneumatics, and hydraulics.
  • Experience with equipment technologies including but not limited to sanding, pressing, and precision cutting systems.
  • At least 2 years of experience in a managerial role, leading technical or maintenance teams in a manufacturing environment.
  • Strong problem-solving skills, with a hands-on approach to equipment troubleshooting and optimization.
