Legal Consultant (6 Months Contract)
The role is to ensure full compliance with the Stamp Act 1949 and Inland Revenue Board (IRB) regulations for Malaysia's Stamp Duty Self-Assessment System (SDSAS) effective 1 January 2026. This role will establish the governance framework, SOPs, internal controls, and training programs for stamping dutiable instruments via LHDN's STAMPS system
What are the Roles and Responsibilities?
Framework Development
- Develop a tailored Stamp Duty Self-Assessment governance framework in line with LHDN guidelines (Stamp Duty Manual)
- Develop comprehensive policies, procedures for identifying, assessing, and stamping dutiable instruments.
- Develop SOPs for stamp duty compliance including timelines, payment and documentation.
- Create internal control mechanisms, approval workflows, RACI matrix for roles and responsibilities to ensure compliance, accuracy and audit readiness.
Process Mapping, Contract Stamping & Compliance
- Map out all dutiable instruments across departments (e.g., employment contracts, NDAs, service agreements, leases, intercompany agreements).
- Manage the stamping of all relevant contracts and instruments via LHDN's portal.
- Ensure timely and accurate stamping of contracts via LHDN's portal.
- Develop and maintain a Dutiable Document Register for
Training & Stakeholder Engagement
- Develop and roll out internal training for the new governance structures and procedures to key personnel across all departments.
- Collaborate with internal Agile Squad members and external tax consultants to align on compliance strategy and voluntary disclosure processes.
- Support company-wide communication and change management efforts.
What are the Qualifications?
- Bachelor's degree in law or related field.
- Minimum 5 years of experience in corporate legal, tax compliance, or regulatory affairs.
- Familiarity with Malaysian Stamp Act 1949 and LHDN's STAMPS system.
- Experience in policy drafting, SOP development, internal controls, and training delivery.
- Strong understanding of legal instruments and stamp duty requirements.
- Excellent communication and stakeholder management.
- Proficiency in Microsoft Office and document management systems.
- High attention to detail and ability to manage sensitive documentation.
- Ability to work independently and manage cross-functional projects.
