In this role, you will play a key part in securing timely approvals on land matters from State Authorities, while providing strategic and cost-effective guidance on all land-related issues. Responsibilities:
Project Planning & Development:
- Coordinate the development submission to external stakeholders and ensure all the submission runs smoothly and approval is obtained as scheduled.
- Involved in reviewing and coordinating with both external and internal stakeholders on the development submission to Local Authorities.
- Establish and maintain the strategic liaison with the external stakeholders; on development submission approvals and obtain CCC/CFO in timely manner.
- Close coordination with all relevant external stakeholders on all technical prior to CCC and to ensure conformance to project quality plan and specifications.
- Support project team on handing over work to external stakeholders i.e. Infra, Landscape, Amenity and Utility.
Issuance of Subdivided Land Titles (QT):
- Coordinate with Survey Consultant to obtain Lot/PTD number for each subdivided lot for projects.
- Supervise the preparation of pre-comp plan with Lot/PTD number for submission of application of Bumiputera Lot allocation by sales & marketing Department.
- Coordinate with sub-ordinate to inspect/check all pre-comp plans for Land Title prepared by Survey Consultant to avoid error.
- Supervise the compilation of Land Title documents by Survey Consultant and administration/Chief Clerk at Land Office to expedite submission to PTG.
- Collaborate with administration staff at PTG to expedite the registration of new subdivided Land Title/Qualified Title (QT) in the PTG Online Information System and issuance of the original QT.
State Authority Consent for Land Development/Land Transfer:
- Supervise subordinate in obtaining consent from PTG/Menteri Besar/EXCO for:
a) Transfer of Agricultural with “Restriction-In-Interest”
b) Transfer of Industrial Land/completed properties to foreign interest
- Supervise subordinate in obtaining approval to transfer/develop land from Estate Land Board for agricultural land with size 100 acres and above.
- Collaborate with administration staff at PTG to expedite the preparation of paper to be approved by Director of PTG/Menteri Besar/EXCO/Estate Land Board until the approval obtained.
Management of Land Title/Land Bank Data/Information
- Supervise subordinate in gathering the latest information/changes on acreage/size of land, providing land data/land document to Finance and other department upon request.
- Responsible for maintaining the land database information and all information and all documents on land matters are constantly updated.
- Administer record, safekeeping, process for release, etc. of all Land Titles documents for properties owned by UEM Sunrise Group of company.
Advisory Services on Land Matters
- Provide technical advice to Development, Team, Finance, Legal, Business Development/Corporate on all land related matters.
- Provide chronology and explanation on information related to acquisition of lands in the inception stage, payment of compensation to the former landowners, resettlement program for houses affected, alienation of lands to UEMS group of companies, land transactions, TNB Rentis way leave/acquisition by KTM, etc.
- Secure and managing tenants for short-term agricultural/business activities within undeveloped land banks to generate sustainable revenue, smooth and timely rental collection and to ensure compliance of terms and conditions in the agreement.
- To perform the best practices in managing oil palm estate within undeveloped land banks (existing/newly planted) to generate sustainable revenue and to ensure the expenditures are within the approved budget.
Qualifications:
- Minimum of a Bachelor’s Degree in Land Management, Land Survey, Town Planning, Valuation, or a related discipline.
- At least 12 years of industry experience, including a minimum of 6 years with a development company or property developer.
- Strong leadership skills with the ability to inspire, delegate, and guide a team, while remaining hands-on and independent when needed.
- In-depth technical knowledge of land matters and the ability to apply this expertise in a practical, solution-oriented way.
- Excellent problem-solving and conflict management abilities, paired with a collaborative mindset to drive results.

Assist Senior Manager in executing and monitoring Asset Management activities for the Group’s renewable energy assets, focusing on commercial, contractual, and operational aspects across the Group’s power assets in the RE segment. Provide analysis, reporting, and stakeholder coordination to support effective asset performance and ensure alignment with strategic objectives to maximise the Company’s shareholder returns.
1.Contract Management
(a) Support the review of key contracts for power plant assets, including PPA, O&M agreements, OEM warranties, and maintenance service contracts, in collaboration with the Head of Operations, to ensure alignment with operational requirements, cost efficiency, and regulatory compliance.
(b) Participate in and support contract negotiations by providing technical and strategic input, working alongside the Procurement department to help ensure fair and balanced agreements that protect the Company’s interests
2. Asset Performance Management
(a) Monitor plant KPIs, compiles relevant operational data,and supports the preparation of routine (monthly and quarterly) reports for submission to Group Management, the Board of Directors, and other internal or external stakeholders as directed by the immediate superior.
(b) Assist in identifying operational performance issues and highlighting opportunities for improvement.
(c) Support the execution of power asset benchmarking exercises to assess performance gaps across plants and assist in identifying potential solutions to improve overall performance ranking
3. Regulatory Compliance
(a) Assist in monitoring the implementation of commercial terms in agreements and support compliance tracking for environmental regulations, safety standards, and legal requirements across power plant operations. Participate in regular operational meetings with plant teams to gather updates and escalate issues as needed.
(b) Support the resolution of compliance-related matters by liaising with relevant authorities and working closely with the Asset Management team and Head of Operations to minimise operational risks and protect the Company’s reputation.
4. Insurance and Claim Management
(a) Support the timely renewal of insurance policies by coordinating required documentation and ensuring alignment with PPA and financing document requirements.
(b) Assist the Senior Manager of Asset Management in managing insurance claims, particularly in incident reporting, preparing claim submissions, and following up with insurers to support efficient claim processing and timely receipt of insurance proceeds.
Support the Asset Management and Operation team in assessing and mitigating risks related to plant operations, including HSSE protocols, business continuity plans, and emergency response plans. Assist in reviewing the plant risk register to provide input and ensure appropriate checks and balances are in place.
6. Stakeholder Management
Support in maintaining engagement with offtakers, C&I customers, local authorities, local communities, OEMs, EPC contractors, and vendors or suppliers.
7. Asset Lifecycle Management
Support and facilitate in planning for life extension of power plant assets equipment by equipment upgrades or retrofits to optimise the asset utilisation for PPA extensions.
(a) Assist in the development, implementation, and maintenance of policies and procedures related to Asset Management functions for RE Operations &
Maintenance (O&M).
(b) Support the periodic review and upkeep of plant policies and procedures to ensure all key operational and business activities are documented and comply with ISO certification standards.
(c) Assist in maintaining accurate records of plant policies, procedures, and key documentation including operational reports, manuals, and contracts assuring proper referencing, retrievability, and storage either at the plant site or on the Company’s server, as appropriate.
9. Others
Any other tasks as and when assigned by the Management.
