The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Program Coordinator to support the IJM Malaysia Program Team in the design, implementation and monitoring of project activities, including its strategic expansion into East Malaysia. The Program Coordinator will lend his/her organizational, administrative and logistical support skills and impart a high level of coordination between various parties to ensure strategic implementation of program activities. This position will be responsible to assist development of IJM Malaysia’s program activities and progress towards target impacts: reducing human trafficking and forced labor crimes against workers.
This position is based in Kuala Lumpur, Malaysia and may require occasional travel within Malaysia (including East Malaysia) and the region. The Program Coordinator reports to the Senior Program Manager in Kuala Lumpur . The position is for a 12-months fixed term employment, subject to further review at the end of term period and is only available for candidates with the right to work in Malaysia.
Responsibilities
Leadership and Management
- Support IJM’s program initiatives across key Protection Model dimensions, including trainings, events and relevant activities from design, planning, and through to successful completion;
- Assist in managing program resources, including budgeting, procurement, materials and equipment; ensure efficient utilization of resources to achieve program goals within allocated budgets;
- Support drafting, proposal development, budget and financial documentation for grant and non-grant funded and any other defined projects in a timely manner;
- Maintain thorough documentation and internal/external communication regarding Malaysia office activities, including team plans, meetings, and initiatives.
- Assist in developing and implementing strategies and plans to achieve internal and grant targets on time and within budget;
- Contribute to strategic planning, including drafting strategic documents, funding proposals, and concept notes;
- Support expansion activities to East Malaysia, providing insights and evidence to inform national strategy and ensure regional priorities are reflected in broader programmatic planning.
- Monitor program progress and performance against established targets, supporting periodic internal and external reporting requirements, working closely with the Senior Program Manager;
- Coordinate internal workflows and prepare project documentation including reports, evaluations, briefings, workplans, and budgets;
- Conduct desktop research related to human trafficking and forced labor;
- Support the preparation of internal and donor reports by compiling data and drafting summaries.
- Maintain accurate records, documentation, and reports related to program activities, expenditures, and outcomes, supporting data collection and the MERL team on the Justice Data Solution;
- Update program documentation including work plans, calendars, and internal trackers;
- Ensure essential data is captured and accessible for project management, partner management, evaluation, and analytics;
- Support partners in effective program delivery, including data gathering, monitoring, and reporting, ensuring they are equipped with tools and guidance.
- Assist program team through logistical, coordination, and administrative support for program events, trainings, and workshops, as needed;
- Provide support in preparation for IJM staff visits, partners’ meetings, external stakeholders’ meetings including briefings, itinerary planning and logistics.
- Support the program team in preparing payment requests/expense reports for authorization;
- Handle program-related finance processes including Spend Authorizations, supporting documentation, and clearing Expense Reports on behalf of the program team;

- Support procurement processes, including vendor coordination and documentation;
- Keep records of key decisions made and maintain up-to-date meeting notes, following up on action points with individuals as appropriate.
- Maintain detailed familiarity with the East Malaysia and KL Malaysia Office program and its implementation by participating in team meetings as necessary, including a variety of internal and external program activities;
- Participate in external meetings and events as needed, and provide critical analysis and feedback;
- Travel from time to time for meetings, cases or conferences;
- Maintain confidentiality of privileged and sensitive information;
- Assist with special projects, strategic initiatives and other duties as may be assigned.
- Undergraduate degree is required and preferably in Social Sciences, Political Science, International Relations, Economics, International Development, Communication or closely related fields;
- Minimum three years of work experience in related functions, proven track record in program management;
- Experience working with government and/or understanding of the government structures and practices;
- Strong research, writing and verbal communication skills, and fluency in spoken and written English and Bahasa Malaysia;
- High level of proficiency with Microsoft Office applications;
- Demonstrated skills in providing administrative and logistical support in organizing meetings, workshops, conferences and other events.
- High degree of organization, attention to detail, and ability to multi-task;
- Ability to take initiative and provide constructive feedback, and strong analytical and problem-solving skills;
- Self-motivated and able to work independently, as well as under supervision and as part of a team;
- Exceptionally high level of honesty and integrity;
- Disciplined with priorities and works well under deadline pressures;
- Excellent interpersonal skills, cross-cultural communication, and experience or desire to work comfortably within a multi-cultural setting;
- Passionate commitment to and understanding of IJM’s mission;
- Flexible and willingness to work as requested during urgent program operations and other events that falls on weekends or holidays;
- Flexible, enthusiastic, and willing to receive feedback and learn from others;
