Health & Safety Coordinator , you will play a crucial role in shaping and sustaining a healthy, safe, and compliant workplace for all our employees. Lead and manage key safety functions such as Workers Compensation and Injury Management processes.
Conduct thorough investigations into accidents and incidents to identify root causes and recommend corrective measures.
Monitor hazard identification and incident reporting to prevent future occurrences.
Ensure compliance with all local occupational health and safety regulations.
Collaborate with internal teams to foster a culture of safety awareness and continuous improvement.
Participate in safety-related projects and provide expert advice to drive business outcomes.
Build and maintain strong relationships with stakeholders to exchange critical safety information.
Continuously monitor and contribute to organizational risk management efforts.
Qualifications & Experience: Required Diploma or Bachelor’s degree in Occupational Health & Safety or related field.
Minimum of 2 years' experience in a similar OSH role.
Successful completion of an OSH Coordinator Training Program accredited by the Department of Occupational Safety and Health (DOSH) or a DOSH-approved training provider.
Strong knowledge of occupational safety regulations and best practices.
Ability to apply safety theories, principles, and methodologies to real-world scenarios.
Excellent communication skills and ability to collaborate across teams.
Preferred: Previous experience in manufacturing, medical devices, or a related industry.
Proven track record in managing injury management and workers compensation processes.
Certification in safety management or additional OSH-related qualifications.

In addition, SPHS will serve as a platform to monitor risk factors in the population and gain insight into determinants of health-related behaviours. JOB PURPOSE This role is vital to the health assessment operations of the cohort studies that contribute to a Singapore population biobank. Duties & Responsibilities Participate in operational planning and the development and documentation of Work Instructions (WI) and SOPs for the data collection protocol. Source and coordinate with vendors for the procurement and supply of services or goods required for health screening operations. Perform health screening procedures according to WIs and SOPs. Examples of procedures: anthropometric measurements, blood pressure measurement, retinal imaging, ECG, visual acuity test, hand grip strength measurement, carotid ultrasound and dual-energy X-ray absorptiometry (DEXA). Ensure participant safety and privacy through adherence to establish guidelines and work practices. Participate in or conduct periodic technical re-assessments to ensure standardization and consistency in data collection and image acquisition. Implement new procedures for future research projects. - Offers knowledge and skills in order to generate and promote a positive Quality and HSE culture. This represents a key role in helping control business related risks in the organization
- Ensuring all Quality and HSE Management System documentation is kept up-to-date and for ensuring policies and practices are adopted
- Assist in planning, implementing, monitoring and reviewing all aspects of the HSE management system
- Ensures that the company Management System certification remains operational
- Supports the organization’s aim to avoid operational losses, minimize brand protection issues and to assure continued process capability to its clients
- Assists with the management of suppliers’ performance and be involved in project feedback
- Maintains Quality and HSE performance databases in accordance with company requirements.
- Assists with preparation for and attends Management Review meetings

- Experience of working in and managing a Quality and HSE Management system environment
- Knowledge of internal, external and third party certification audits.

OVERVIEW
The incumbent is responsible for designing, developing, implementing, and updating effective Occupational Safety, Health & Environmental (HSE) control and practices. The incumbent is to ensure that the Company is in compliance with all regulatory standards.
DUTIES AND RESPONSIBILITIES
1. Regulatory Compliance & Safety Standards
- Leading, guiding, and performing test and inspections to detect Safety & Health hazards, and recommending corrective and preventive actions.
- Performing objective analysis and evaluation of information and facts, and connecting the dots
- Advise the management on measures to ensure the safety and health of persons at the place of work.
- Monitor legal and customer requirements, including CSR obligations, and ensure plant operations comply accordingly.
- Plan and liaise with regulatory authorities (e.g., DOSH, BOMBA) to ensure compliance with relevant laws and regulations.
- Take corrective actions to resolve citations from government inspectors and update policies to prevent recurrence.
- Continuously review, develop, and update Safety & Health (S&H) policies and procedures.
- Provide technical advice and recommendations to management on S&H policy matters.
- Stay informed about emerging health issues and safety standards and communicate updates to management and the Safety & Health Committee.
- Organize and coordinate regular Safety & Health Committee meetings; ensure meeting minutes are recorded and followed up. Act as a secretary Safety and Health committee meetings.
- Collaborate with department heads to implement safety initiatives and address identified hazards.
- Ensure compliance with legal and site-specific safety protocols, including verification of Permit to Work (PTW) and High-Risk Permit (HRP) before commencement of hazardous activities.
- Design, develop, implement and make improvements to the site in accordance with HSE management system ISO 45001 and ISO 14001.
2. Incident Management
- Lead investigations into workplace incidents and accidents, analyse root causes, and submit reports within a reasonable timeframe.
- Recommend action plans to prevent recurrence of accidents and incidents.
3. Inspection, Monitoring & Auditing
- Develop and implement audit plans and procedures aligned with regulatory and industry standards.
- Conduct weekly inspections of plant and office facilities to identify and rectify safety and health hazards.
- Lead hazard identification and risk assessments; propose preventive and corrective actions.
- Perform regular inspection and testing of safety, housekeeping and fire-fighting equipment to ensure operational readiness.
- Ensure adequacy of firefighting and safety equipment across departments.
- Coordinate the procurement, installation, and proper usage training of safety equipment.
4. Training & Awareness
- Conduct systematic Health, Safety & Environmental (HSE) training across departments as Subject Matter Expert (SME)
- Provide equipment usage training with quick reference manuals and ensure departmental cascading and documentation.
- Perform audits on scheduled waste handling, storage, and disposal to ensure compliance with environmental laws.
- Perform systematic training on safety equipment and emergency procedures.
- Organize training sessions for:
- Fire drills
- First aid
- Chemical spill or leakage response
- Usage of safety and fire-fighting equipment
5. Facility & Housekeeping Management
- Monitor plant cleanliness, landscaping, pest management, and housekeeping standards to ensure a safe work environment.
- Oversee day-to-day safety issues affecting personnel and property, proposing practical solutions for mitigation.
6. Emergency Response & Special Conditions
- Must be capable of working at height and responding swiftly under high-pressure conditions.
People / Stakeholder Management
- Collaborate with all levels of staff to promote a strong safety culture and continuous improvement.
- Leading, guiding, training, and coaching a team consists of Senior Executives / Executives.
- Provide training to all employees to ensure that they operate in compliance with all HSE requirements.
- Carry out HSE related internal training to other HSE members, Employee Response Team (ERT) and other related parties.
- Lead Health, Safety and Environment (HSE) and Housekeeping (HSK) team in the absence of departmental manager.
- Lead contractor activities during plant expansion and major renovation work.
- Navigating and influencing multiple stakeholders across different cultures and perspectives to promote the Safety, Health and Environment awareness within the organization to achieve results.

REQUIREMENTS
Education:
- Bachelor’s Degree in Engineering or Science.

Position Overview:
The HSE Specialist will administer workplace health, safety, and environmental programs, ensuring compliance with regulations (OSHA, local laws). Responsibilities include inspections, incident investigations, data management, emergency preparedness, and stakeholder coordination.
Key Responsibilities:
- Conduct workplace inspections to identify hazards (machinery, equipment, processes).
- Investigate accidents, near-misses, and occupational illnesses; maintain records/reports.
- Support Safety & Health Committee programs and act as committee administrator.
- Analyze and track safety statistics (accidents, incidents, trends).
- Organize annual emergency drills and contractor safety inductions.
- Liaise with authorities on HSE compliance and environmental matters.
- Manage PPE inventory and safety equipment maintenance.
- Maintain documentation/filing systems for audits and reporting.
- Assist in ISO 45001/OHSAS 18001 implementation (preferred).
- Address pandemic emergencies (e.g., COVID-19 protocols).
Requirements:
- Education: Minimum Diploma/Certificate in Occupational Safety & Health.
- Experience: minimum 3 years as HSE practitioner; OSHC certification is a plus.
- Skills: Proficient in Microsoft Office (Excel, PowerPoint, Word).
- Skills: Strong knowledge of HSE laws and emergency management.
- Excellent verbal/written communication (English & Bahasa Malaysia).
- Attributes: Independent, detail-oriented, team player, and discreet with confidential data.
- Logistics: Willing to travel and support after-hours emergencies.

How You Will Contribute
You will:
- Assist and lead the cultural transformation regarding HSE to help lead plant to achieve Zero accidents and Incidents
- Be responsible for coordinating and overseeing implementation of all Health & Safety programs and processes
- Participate in investigations to facilitate closure of identified non-conformances
- Provide Health and Safety expertise for the plant for all new projects and change management activities
- Follow up on non-conformances and develops the systems to resolve them based on root cause analysis
- Maintain an up-to-date incident reporting system, assist with investigating incidents in conjunction with the HSE Pillar team/safety committee and drive the completion of corrective actions to eliminate root causes/reoccurrence
- Develop technical guidance programs to identify and remove physical hazards`

- Experience in Environmental Health and Safety
- Must have completed Environmental Health and Safety training in areas such as OSHA, EPA, DNREC
- Experience in safety, and/or environmental technical standards

- Understanding and knowledge of regulatory reports and compliances including experience with ISO
