Summary:
The EHS Officer at an ink cartridge manufacturing plant in Seelong, Senai Johor will support the EHS Manager in developing and maintaining comprehensive Environment, Health & Safety programs. This role is crucial for ensuring full compliance with Malaysian EHS laws, especially those from DOSH and DOE , including OSHA 1994, FMA 1967, and EQA 1974 . Given the significant chemical handling and waste generation involved in operations, expertise in these areas is essential. The ideal candidate will be proactive and hands-on, working towards a zero-incident workplace and fostering a strong EHS culture.
Key Responsibilities and Duties:
Occupational Safety & Health (OSH)
- Conduct regular workplace inspections and audits to identify and rectify unsafe acts and conditions.
- Develop, review, and implement Hazard Identification, Risk Assessment, and
- Determining Control (HIRADC) for all routine and non-routine activities.
- Lead incident investigations, conduct root cause analysis (RCA), and develop effective corrective and preventive action (CAPA) plans.
- Serve as the Secretary for the site's Safety & Health Committee, including preparing meeting materials and tracking action items.
- Manage the Permit-to-Work (PTW) system for high-risk activities such as hot work and confined space entry.
- Oversee the Personal Protective Equipment (PPE) program, including needs assessment, employee training, and compliance monitoring.
- Conduct EHS induction for new employees and contractors, and deliver regular toolbox talks and specific safety training.
- Assist in the development and execution of emergency response drills (e.g., fire evacuation, chemical spills).
Environmental Compliance
- Manage all aspects of Scheduled Waste (Buangan Terjadual) in accordance with the Environmental Quality (Scheduled Wastes) Regulations 2005. This includes proper identification, labelling, storage, and coordinating disposal with DOE-licensed contractors.
- Maintain accurate records and manage reporting via the Electronic Scheduled Waste Information System (e-SWIS).
- Monitor and ensure compliance with industrial effluent discharge standards (if applicable) and air emission regulations from our production processes.
- Maintain the site's Chemical Register and ensure all Safety Data Sheets (SDS) are up-to-date and accessible as per CLASS Regulations 2013.
- Conduct regular inspections of chemical storage areas, waste holding areas, and pollution control equipment.
Legal and Management System Compliance
- Stay current with all applicable Malaysian EHS laws and regulations and ensure the facility's policies and procedures are updated accordingly.
- Act as a key liaison with regulatory bodies such as the Department of Occupational Safety and Health (DOSH/JKKP), Department of Environment (DOE/JAS), and the Fire and Rescue Department (BOMBA).
- Assist in maintaining the ISO 14001 (Environmental Management System) and ISO 45001 (Occupational Health & Safety Management System) certifications.
- Prepare and submit all mandatory EHS reports to government agencies in a timely manner.
- Maintain comprehensive and audit-ready EHS records, documentation, and data.
Qualifications & Experience:
- Education: Bachelor’s Degree in Occupational Safety & Health, Environmental Science, Chemical Engineering, or a related technical field.
- A minimum of 3 years of hands-on EHS experience within a manufacturing environment .
- Direct experience in the chemical, electronics, or a similar industry involving chemical processing and hazardous waste management is highly preferred.
- Legal Knowledge: Demonstrable, in-depth knowledge of the Occupational Safety and Health Act 1994 (OSHA), Factories and Machinery Act 1967 (FMA), and Environmental Quality Act 1974 (EQA) and their associated regulations.
Required Skills & Competencies:
- Proficiency in conducting HIRARC and Job Safety Analysis (JSA).
- Competent in incident investigation techniques and root cause analysis.
- Expertise in Malaysian Scheduled Waste management (e-SWIS).
- Strong understanding of chemical safety, SDS, and the CLASS Regulations.
- Familiarity with ISO 14001:2015 and ISO 45001:2018 standards.
- Excellent communication and interpersonal skills, with the ability to engage effectively with all levels of the organization, from shop-floor operators to senior management.
- Strong problem-solving and analytical abilities.

OVERVIEW
The incumbent is responsible for designing, developing, implementing, and updating effective Occupational Safety, Health & Environmental (HSE) control and practices. The incumbent is to ensure that the Company is in compliance with all regulatory standards.
DUTIES AND RESPONSIBILITIES
1. Regulatory Compliance & Safety Standards
- Leading, guiding, and performing test and inspections to detect Safety & Health hazards, and recommending corrective and preventive actions.
- Performing objective analysis and evaluation of information and facts, and connecting the dots
- Advise the management on measures to ensure the safety and health of persons at the place of work.
- Monitor legal and customer requirements, including CSR obligations, and ensure plant operations comply accordingly.
- Plan and liaise with regulatory authorities (e.g., DOSH, BOMBA) to ensure compliance with relevant laws and regulations.
- Take corrective actions to resolve citations from government inspectors and update policies to prevent recurrence.
- Continuously review, develop, and update Safety & Health (S&H) policies and procedures.
- Provide technical advice and recommendations to management on S&H policy matters.
- Stay informed about emerging health issues and safety standards and communicate updates to management and the Safety & Health Committee.
- Organize and coordinate regular Safety & Health Committee meetings; ensure meeting minutes are recorded and followed up. Act as a secretary Safety and Health committee meetings.
- Collaborate with department heads to implement safety initiatives and address identified hazards.
- Ensure compliance with legal and site-specific safety protocols, including verification of Permit to Work (PTW) and High-Risk Permit (HRP) before commencement of hazardous activities.
- Design, develop, implement and make improvements to the site in accordance with HSE management system ISO 45001 and ISO 14001.
2. Incident Management
- Lead investigations into workplace incidents and accidents, analyse root causes, and submit reports within a reasonable timeframe.
- Recommend action plans to prevent recurrence of accidents and incidents.
3. Inspection, Monitoring & Auditing
- Develop and implement audit plans and procedures aligned with regulatory and industry standards.
- Conduct weekly inspections of plant and office facilities to identify and rectify safety and health hazards.
- Lead hazard identification and risk assessments; propose preventive and corrective actions.
- Perform regular inspection and testing of safety, housekeeping and fire-fighting equipment to ensure operational readiness.
- Ensure adequacy of firefighting and safety equipment across departments.
- Coordinate the procurement, installation, and proper usage training of safety equipment.
4. Training & Awareness
- Conduct systematic Health, Safety & Environmental (HSE) training across departments as Subject Matter Expert (SME)
- Provide equipment usage training with quick reference manuals and ensure departmental cascading and documentation.
- Perform audits on scheduled waste handling, storage, and disposal to ensure compliance with environmental laws.
- Perform systematic training on safety equipment and emergency procedures.
- Organize training sessions for:
- Fire drills
- First aid
- Chemical spill or leakage response
- Usage of safety and fire-fighting equipment
5. Facility & Housekeeping Management
- Monitor plant cleanliness, landscaping, pest management, and housekeeping standards to ensure a safe work environment.
- Oversee day-to-day safety issues affecting personnel and property, proposing practical solutions for mitigation.
6. Emergency Response & Special Conditions
- Must be capable of working at height and responding swiftly under high-pressure conditions.
People / Stakeholder Management
- Collaborate with all levels of staff to promote a strong safety culture and continuous improvement.
- Leading, guiding, training, and coaching a team consists of Senior Executives / Executives.
- Provide training to all employees to ensure that they operate in compliance with all HSE requirements.
- Carry out HSE related internal training to other HSE members, Employee Response Team (ERT) and other related parties.
- Lead Health, Safety and Environment (HSE) and Housekeeping (HSK) team in the absence of departmental manager.
- Lead contractor activities during plant expansion and major renovation work.
- Navigating and influencing multiple stakeholders across different cultures and perspectives to promote the Safety, Health and Environment awareness within the organization to achieve results.

REQUIREMENTS
Education:
- Bachelor’s Degree in Engineering or Science.
Work Experience:
- Minimum 5 years of managerial experience in safety, health & environment.
Technical and Professional Knowledge:
- Regulatory systems, industrial standards, and compliance procedures
- Industry and Social compliance requirements and standards i.e., DOSH, ISO 14001, ISO 45001).
- Industrial waste management (i.e., waste classification, waste disposal, scrubber operation, water discharge)
- Communication tools involved in managing Safety & Health activities
- Analytical techniques
- Risk management concepts and framework related to protocols and compliance requirements
- Budgeting and manpower planning
Certification / License Requirement:
- Green Book Certification from DOSH.
