Job Responsibilities
Strategic HR Management & HR Business Partnering
- Oversee Business Planning & HR strategy for the business by understanding the business direction and provide guidance where appropriate.
- Advice on the formulation of HR plan for a variety of HR matters such as employee relations, industrial relations, union issues and other HR administrative related matters.
- Analyse overall trends and metrics for development of solutions.
- Provide proactive resourcing HR advice and guidance in relation to coaching, counselling, career development, disciplinary actions and mitigation for solution and corrective action from time to time based on Audit, Risk and Compliance finding.
- Oversee the development and implementation of communication plan and awareness programs by working closely with HR Strategy & Development team.
- Act as a change agent in managing organizational changes where this relates to HR related activities - realignment/reorganization exercise etc.
- Provide affair and balanced hearing on staff grievance and provide options / solutions where appropriate guided by Bank’s policies, as well as provide consultative advisory and act as facilitator to internal stakeholders, collaborating with IR team.
- Lead in the monitoring and implementation of the end to end disciplinary process together with IR team.
- Provide guidance to staff and rewards on appropriate benchmarks tied to productivity towards staff compensation and performance guided by policies & practices.
- Maintain close collaboration with HR Rewards/C&B team.
- Lead the implementation of the performance management exercise, collaborating with Performance Management team.
- Oversee the governance of manpower set out by the approved budget and to provide the approved justifications for expectations when required.
- Provide steer in managing business manpower challenges and needs, and make strategic and timely recommendations to address the issues.
- Work together with Business & Talent Acquisition team by leading the exercise of forecasting and planning business headcount requirements in line with the business strategy.
- Conduct interviews to ensure the right candidate for the position.
- Possess insights on overall talents and responsible to lead the overall management of talent development in collaboration with Learning & Development.
- Lead the facilitation of the Talent Management and Succession Planning exercise with the respective Division Heads.
- Work with the relevant subject matter expert for the adoption, implementation and communication of HR policies, programs and practices.
- Represent the views of the function in the development and implementation of HR policies and practices.
- Responsible for identifying issues and work with line managers and relevant subject matter expert, i.e. Learning and Development, Org Development on change management interventions resulting from business, policy, people changes, etc.
- Support change initiatives that affect the business and to advise on the people management aspects.
- Lead and mentors HR Business Partners to align with strategic goals and ensure they are equipped with the right skills, tools, and talents necessary for executing their duties.
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum 10 years’ HR experience, including at least 5 years in a senior HR leadership or strategic HRBP role.
- Proven track record in driving HR strategies that align with business goals and transformation agendas.
- Strong command of employment laws, HR best practices, and organizational development frameworks.
- Adept at using people analytics to support decision-making, workforce planning, and performance improvement.
- Excellent stakeholder management, with the ability to influence and advise senior leadership effectively.
- Experience managing complex employee relations and fostering a high-performance, engaged culture.
- Strong business acumen, with experience in supporting organizational change, talent development, and retention strategies.

About the Role
My client is seeking a visionary and results-driven Strategic HR Leader to shape and execute their human capital strategy in alignment with business objectives. This role will drive organizational transformation, workforce planning, and talent optimization across multiple markets, ensuring HR is a key enabler of sustainable growth and innovation.
Responsibilities
Strategic Workforce Planning:
- Lead long-term workforce planning initiatives to align talent capabilities with business growth, market expansion, and digital transformation goals.
Talent Acquisition & Employer Branding:
- Design and implement forward-looking talent acquisition strategies, leveraging data, technology, and employer branding to attract top-tier talent across diverse geographies.
Organizational Design & Change Management:
- Partner with senior leadership to drive organizational effectiveness, lead change initiatives, and support business restructuring or expansion efforts.
Total Rewards & Performance Strategy:
- Oversee the development of competitive compensation frameworks, performance management systems, and employee value propositions that drive engagement and retention.
- Champion the adoption of HRIS and digital tools to streamline processes, enhance employee experience, and enable data-driven decision-making.
- Shape a high-performance culture through leadership development, succession planning, and strategic learning initiatives.
Compliance & Risk Management:
- Ensure HR policies and practices comply with local and international labor laws, mitigating organizational risk and promoting ethical standards.
Qualifications
- Tertiary qualification in HR, a related field or commensurate work experience
- Minimum of 10 years HR experience in a team-leading position
- Fully versed in employment law, award interpretation and application
- Superior communicator both written and verbally able to engage stakeholders and all levels and confidently present to employees and management team
- Good verbal and written communication skills, fluent in English and Putonghua (Must be able to communication with Chinese board-members)
- Open for relocation to Cambodia

Oshi is training models that predict which companies will perform well with licensing our anime IPs better than a human can. Similar to how a human would assess potential licensing partners, evaluate their capabilities, and decide who to license to, we automate all of those processes with LLMs. We raised US$12.5M from top investors including Polychain & SuperScrypt (Temasek fund). The team is small and we maintain extreme focus on building world class products.
- Design, implement, and manage a comprehensive compensation and benefits strategy to attract and retain top talent.
- Develop and implement a comprehensive talent acquisition strategy that aligns with the company’s growth targets and mission.
- Conduct regular salary benchmarking exercises to ensure competitiveness.
- Oversee and streamline payroll processes across multiple countries, ensuring accuracy and compliance.
- Collaborate with finance and legal teams to address any payroll-related concerns.
- Build and implement effective HR policies to align with international labour laws and regulations.
- Address and resolve complex employee relations issues, fostering a positive work environment.
- Create and facilitate a quarterly performance appraisal process within the company to drive performance results and establish a feedback culture within the team.
- Collaborate with cross-functional teams to enhance employee engagement and satisfaction.
- Establish training programs to bridge knowledge gaps between traditional anime licensing and Web3 technologies.
- General HR and office admin operations.
- Daily administrative tasks - Employment contracts, proper documentations, archiving, etc.
- Full employee lifecycle - from onboarding to offboarding (full coordination, especially for newcomers)
- HRIS and internal communication platforms management (add, delete, issues, etc.)
- Inter-departmental coordination
- Monthly payroll processing and finalization
- Sourcing for talents through platforms
- Collaborating with talent sourcing partners to filter out potential candidates
- Interview schedules coordination
- Coordination between managers and newcomers (Onboarding & Induction Schedules)
- Job descriptions - creation and finalizing (to work with Managers)
- Assist C-suite to develop and execute company strategy, particularly in HR and operational initiatives - Employee engagement initiatives, townhalls, newsletters, employee recognition, employee welfare, organizational development, etc.
- Any other related ad-hoc tasks.
- 6+ years of combined experience as a HR Generalist (full HR spectrum) and HR Operations, with at least 4+ years in a Senior Leadership/Strategic advisor capacity.
- Proven success scaling HR and operations in a fast-paced, technology-driven setting.
- Familiarity with AI, machine learning, or HR tech tools and their applications.
- Proficiency with HR software (e.g., ATS, HRIS) and operational platforms (e.g., automation tools).
