Position: Manager, Process Safety — Kuala Lumpur, Malaysia
Responsibilities- Strategize and facilitate the implementation and development of Group Health, Safety and Environment (GHSE) Process Safety Management System ensuring alignment with the Group’s objectives and regulatory requirements and standards.
- Develop standards and guidelines for Process Safety Risk Assessment tools, measurement and operations in line with regulatory/legislative requirements and industry best practices to proactively prevent potential process safety crises and safeguard MISC Group assets.
- Plan, implement and manage Process Safety Risk Assessments (e.g., Process Safety Hazards & Effect Register – HER, CIMAH Report & Safety Case) through thorough planning, collaboration with relevant internal stakeholders, and assessment of potential process safety risks.
- Coordinate risk assessments for critical activities related to process safety using tools such as HAZOP, LOPA, PASR and What-If analyses; ensure mitigation actions are determined and follow-up improvements are implemented.
- Facilitate development and implementation of Process Safety HER, CIMAH and Safety Case by consolidating and validating process safety performance data to ensure critical risk information is well managed and available to necessary users.
- Conduct analysis of process safety risk assessment performance to support management review.
- Monitor and analyze the implementation of safety risk assessments and process safety incidents; participate in process safety audits and investigations by consolidating and validating current practices information.
- Plan and execute process safety training and programs for the group, coordinating program details, resources and objectives to ensure robust and cohesive efforts in addressing process safety risks.
- At least 10–12 years of relevant experience with at least 5 years in leading Process Safety Management studies in Oil & Gas / Chemical Industry.
- Experience in process safety consultancy or held a managerial position in Process Safety is an added advantage.
- Bachelor’s Degree in Engineering (Chemical / Process Safety / Instrument / Industrial Engineering) or safety-related discipline.

- You are expected to utilize your competencies in explosion effects analysis and facility siting, pressure relief/disposal system adequacy, consequence analysis, dispersion modeling, fire protection, hazard identification (e.g. HAZOP or similar), risk analysis (LOPA, Event Tree Analysis, Fault Tree Analysis, Availability Target setting), as well as safety in design and management of change evaluations.
- Collaborate and engage with risk owners within the business lines, and partner with the relevant stakeholders to arrive at effective risk management decisions regarding process safety concerns at their facilities.
- Lead and implement ExxonMobil and industry safety in design standards and requirements in change reviews at existing production facilities and greenfield/brownfield projects, to manage process safety concerns in areas such as equipment overpressure, over-temperature scenarios, reaction hazards & defining preventive and mitigative safeguards for Major Accident scenarios.
- Specific deliverables may also include:
• Lead Hazard and Operability (HAZOP) studies and executing other project deliverables.
• Develop and execute quantitative and qualitative risk screenings and assessments.
• Develop Consequence Modelling using PHAST and other applicable industry methods.
• Conduct Vapour Cloud Explosion Consequence and Risk analysis.
• Defining fire protection design requirements for different equipment types including Fire & Gas Mapping and reviewing new fire protection system designs.
• Provide capital project engineering support including development and deployment of Project Risk Assessment and Management Plans (RAMP) which may include completing various loss prevention and process safety deliverables throughout the project’s timeline.
- Develop and champion team’s capability development plans and strategy, to effectively deliver on process safety and risk management business needs across multiple business lines.
- This role would require that you be able to work during non-standard office work hours, collaborating with multiple stakeholders across different time zones, to deliver on the above range of activities.
- You are expected to be reasonably mobile in this job role and be available to travel to other ExxonMobil/third-party owned facilities around the world as needed to facilitate and complete the necessary tasks and reviews.
Skills and Qualifications
- Bachelor's degree in Chemical Engineering or related Petroleum Engineering field.
- Minimum of total 8 years relevant working experience in petrochemical, oil and gas industry in Technical, Operations, Process Design, or Engineering functions.
- At least 3 years of work experience in specific Process Safety Engineering job roles.
- Demonstrated competency and experience in the following areas:
• Hazard identification, risk analyses and assessment methodologies (e.g. Hazard Identification (HAZID), Inherent SHE Review, PHAs)
• Knowledgeable in industry codes, standards and practices relevant to process design and safety (e.g. ASME, API, NFPA, ANSI, IEC etc.) and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP)
• Risk scenario development techniques, including various methods of risk analysis.
• Good working knowledge of engineering software tools such as PHAST, PHA-Pro, Hysys, Flarenet, FlareSim, Pipenet/AFT is an advantage.

JOB PURPOSE:
- Implement and maintain the Process Safety Management (PSM) system which includes and not limited to LOPC prevention and Fire Mitigation and implementation of PSM elements.
- Monitor and review operational risks, regulatory requirement, provide technical support and recommendations on PSM compliance and safety policies in line with international standards such as SOLAS, US OSHA, API 754, OGP 456, GOFF, NFPA, PTS and other international standards.
PRINCIPAL ACCOUNTABILITIES:
- Coordinate with MISC Group technical safety operations and identify gaps and areas of improvement and propose for necessary corrective action.
- Monitor monthly/quarterly status of process safety performance indicators (PSPI) across MISC group to ensure all safety barriers are available, maintained and consistently fit for purpose such as Safety Instrumented System, Shutdown system, Fire and Gas system etc. and advises for corrective actions wherever required to prevent LOPC and Fire mitigation
- Measure and monitor process safety elements and ensure compliance to Company's COP, PTS, API 754, OGP 456 and OSHA's guidelines.
- Analyse Process Safety issues, incident detail data analysis and propose management on the way forward.
- Coordinate risk assessment support to MISC group which includes execution of and/or reviewing consequence analysis, QRAs, BCRA, JHA/JSA and other related risk assessment.
- Collaborate and liaise with MISC group to review hazards and risks on new capital projects and modification of existing operational assets.
- Participate in Process Safety studies of new projects and asset modifications such as HAZOP, HAZID, PSSR, SIL requirements etc.
- Review and ensure proper application of MOC and appropriate hazard analysis and risk assessments are performed to identify risks and provide mitigations to ensure asset management changes are maintain and inherent safety built into their design.
- Deliver on site Process Safety initiatives in support of site operations, maintenance and engineering, to help improve Process Safety performance.
- Conduct regular audits on process safety elements implementation such as Design Integrity, Operating Procedure, MOC, PASR etc on MISC group and monitor the Status of Implementation (SOI) and propose recommendations and improvement.
- Analyse process safety data statistics such as near misses, incidents, accidents and recommends actions required to update the program to minimize recurrence of accidents.
- Conducts process safety awareness training program and schedules for implementation.
- Prepare and disseminate Process safety information knowledge to all employees to enhance awareness.
REQUIREMENT & QUALIFICATIONS:
