Job Summary

Section Head of Regulatory Development & Government Affairs plays a key role in supporting the company’s engagement with regulators and government stakeholders. This role is responsible for monitoring policy developments, preparing company positions, and ensuring effective participation in regulatory consultations and forums. Working under the direction of the GM, this role acts as a regulatory partner to internal teams, ensuring business initiatives align with national regulatory directions and obligations.

The Day-To-Day Activities

Regulatory Development & Policy Monitoring

  • Track and interpret developments in telecommunications and digital economy regulations, policies, and public consultations.
  • Draft regulatory responses, policy position papers, and briefing materials for internal and external stakeholders.
  • Support internal alignment by analyzing implications of proposed regulatory changes and pre-paring impact assessments.

Government & Stakeholder Engagement

  • Represent the company in working-level engagements with regulatory authorities (e.g., MCMC), ministries (e.g., KKD, MITI), and industry groups.
  • Coordinate and participate in industry forums, task forces, and regulatory discussions, ensuring company positions are well-articulated.
  • Prepare and support senior leadership’s participation in higher-level meetings with government bodies.

Internal Advisory & Cross-Functional Collaboration

  • Work closely with Legal, Product, Technology, Commercial, and Enterprise teams to embed regulatory insights into business plans, product development, and go-to-market activities.
  • Provide guidance on licensing, compliance obligations, policy advocacy opportunities, and risk mitigation for new or existing services.
  • Consolidate business inputs and translate them into aligned regulatory submissions or positions.

Submissions & Documentation

  • Lead the preparation of accurate, timely, and high-quality regulatory submissions, reports, and correspondence.
  • Maintain a structured and auditable record of regulatory filings, key engagement notes, and internal decision making trails.

About You

  • Bachelor’s degree in Law, Public Policy, Business, Economics, Engineering, or a related discipline.
  • Additional certifications in regulatory affairs, policy advocacy, or public administration are ad-vantageous.
  • 15 years of experience in regulatory affairs, government relations, or public policy, preferably within telco, tech, or a regulated industry.
  • Demonstrated experience preparing regulatory submissions, engaging with government stakeholders, and navigating compliance matters.
  • Strong understanding of Malaysian telecommunications regulations and policymaking pro-cesses.
  • Excellent writing and communication skills — able to translate technical/regulatory matters into clear business advice.
  • Stakeholder management — able to build rapport with regulators, internal business units, and industry peers.
  • High attention to detail, with strong organizational skills in managing multiple regulatory workstreams.

  • Working closely with ProVeg International, develop and implement a 3-year strategy for corporate and policy engagement in Spain, with clear annual objectives and key results.
  • Build and maintain strong relationships with government institutions, policymakers, supermarket federations, major food retailers, foodservice companies, and NGOs.
  • Monitor national legislative developments related to sustainability and food systems; draft policy briefs and advocacy materials to influence decisions on the protein transition.
  • Develop and execute strategies to increase Spanish supermarkets' ambition regarding the protein transition, encouraging target-setting and promoting best practices for increasing the share of plant-based sales.
  • Conduct ongoing research and analysis of public opinion, consumer trends, and scientific developments related to plant-based diets to shape evidence-led strategy.
  • Work closely with the Senior Communications Manager to develop impactful strategic communication plans to drive public and stakeholder engagement.
  • Represent ProVeg at national B2B conferences, food systems roundtables, and other strategic events.
  • Organise and facilitate stakeholder engagement initiatives, including roundtables and webinars.
  • Identify relevant Spanish funding opportunities and support the development of funding proposals led by ProVeg International.
Requirements

Required qualifications and experience:

  • Master’s degree in Political Science, Public Affairs, International Relations, or a related field; further studies e.g. MBA an asset.
  • At least seven years of experience in public affairs, policy, or advocacy in Spain, ideally in the fields of food systems, public health, or sustainability.
  • Demonstrated knowledge of Spanish policy-making structures, key stakeholders, and legislative processes.
  • A proven track record of building relationships with government agencies, supermarket executives, NGOs, and thought leaders.
  • Excellent communication skills (written and verbal) in both Spanish (native or near-native level) and English.
  • Strong project management and organisational skills with an eye for detail.
  • Ability to synthesise complex data and policy insights into compelling strategies and messaging.
  • Self-motivated, proactive and collaborative team player.
  • Willingness to travel for stakeholder meetings and events.

Preferred:

  • Existing network within the Spanish food retail or policy landscape.
  • Experience in supermarket engagement or corporate sustainability advocacy

At least seven years of experience in public affairs, policy, or advocacy in Spain, ideally in the fields of food systems, public health, or sustainability. Demonstrated knowledge of Spanish policy-making structures, key stakeholders, and legislative processes. A proven track record of building relationships with government agencies, supermarket executives, NGOs, and thought leaders. Excellent communication skills (written and verbal) in both Spanish (native or near-native level) and English. Strong project management and organisational skills with an eye for detail. + Demonstrated strong understanding of government relations, policy and market shaping, plus lobbying efforts and experience in leading a Public Affairs or Government Affairs Department in an MNC.

You will:
