About the role
We are seeking a seasonedFacilities Engineering Manager to lead and elevate facilities operations across multiple high-tech buildings in Penang and Kulim. This strategic role is responsible for delivering integrated facilities management (IFM) services with excellence, ensuring safety, compliance, and operational continuity while driving innovation, cost efficiency, and team development.
The Facilities Engineering Manager will oversee a team of 50+ professionals and vendor partners, ensuring all services are delivered in alignment with contractual KPIs and client expectations. This role is pivotal in supporting client growth, enhancing service quality, and building a high-performing, future-ready team.
The Facilities Engineering Manager reports into the Account Director, Malaysia.
Key Responsibilities
Strategic Operations & Service Delivery
- Lead end-to-end delivery of Engineering services under the IFM scope, ensuring high-quality execution, traceability, and transparency.
- Drive continuous improvement initiatives to enhance service reliability, reduce downtime, and optimize resource utilization.
- Oversee mobilization and integration of new facilities, ensuring seamless transition and operational readiness.
Quality, Compliance & Risk Management
- Implement and maintain a robust quality management system to ensure regional consistency and minimize defects or service interruptions.
- Ensure full compliance with safety, environmental, and regulatory standards.
- Develop and execute risk mitigation strategies, including business continuity and disaster recovery plans.
Client & Stakeholder Engagement
- Build and maintain strong relationships with key stakeholders (Clients, BU, Regional Team, Cross site Engineering Leads and Functional leads).
- Act as a strategic partner to the client, aligning on scope, budget, and expectations while proactively addressing concerns.
- Lead governance processes and ensure timely, data-driven reporting and communication.
Project & Innovation Leadership
- Plan and execute transformation projects focused on technology adoption, automation, and process optimization.
- Evaluate and implement innovative solutions to improve efficiency, reduce costs, and enhance safety.
- Manage ad-hoc project demands with effective prioritization and change control.
Vendor & Procurement Oversight
- Review scopes of work, technical assessments, and procurement processes to ensure commercial and operational alignment.
- Monitor contractor performance against defined KPIs and ensure timely invoicing and closure of service requests.
Team Leadership & Development
- Create a collaborative, high-performing team culture focused on accountability and excellence.
- Mentor and develop team members, fostering leadership capabilities and succession planning.

Manage and ensure Facilities Engineering Maintenance Services (FEMS) Civil operation activities—including Planned Preventive Maintenance, Predictive Maintenance, Breakdown Maintenance, Corrective Maintenance, Routine Inspection, Proactive Maintenance, Warranty Management, and User Requests—are executed according to the Concession Agreement requirements and Company Standard Operating Procedures (SOPs). Oversee the Sustainability Program, including Indoor Air Quality and Energy Management, ensuring compliance with contractual obligations. Monitor daily operations related to Complaint Work Requests, Scheduled Maintenance, Preventive Maintenance, Routine Inspections, and other activities, while optimizing costs and minimizing monthly fee deductions. Identify and prepare technical reports (such as Technical Professional Advice, Condition Appraisal Reports, Monthly Deduction Mapping Reports, Incident Reports, Life Cycle Assessments, Benchmarking, and Electrical Drawings) for submission to the Ministry of Health (MoH) in both hardcopy and digital formats via the Assets & Services Information System (ASIS).
