The HR Services Officer is responsible for delivering high-quality administrative support across a range of HR functions, including but not limited to payroll, compensation and benefits, employment passes, and teaching permits. This role ensures accurate and timely HR data maintenance in SAP and serves as a key point of contact for staff enquiries. The HR Services Officer also contributes to HR projects and continuous process improvements, applying sound judgment, service excellence, and contemporary work practices to support effective and efficient HR service delivery.

HR Services Specialist - Your future position
To provide subject matter expertise and 2nd level support to HR Services in resolving issues related to employee administration as well as performance, talent, or succession planning. Serve as escalation and key processing contact for Local HR issues (e.g., Data) as well as external parties (e.g., compliance reporting – government entity or 3rd party vendors).
In this exciting and strategic role, you will:
- Coordinate daily operation and support the HR Services Manager in service delivery.
- Act as a first escalation point to the HR Advisors.
- Plan new joiner onboarding agenda and manage functional training.
- Handle customer queries/requests on HR Services, escalated by HR Services team.
- Apply organizational policies, practices, and procedures to analyze situations or data for customer query resolution.
- Investigate unresolved requests, analyze their nature, diagnose problems, and route to appropriate support within GBS; prioritize issues.
- Collaborate with other GBS HR team members to resolve complex queries/requests.
- Evaluate information from multiple sources, reconcile conflicts, and research inconsistencies before resolving queries.
- Adhere to policies, procedures, and service levels.
- Develop reports, data files, and audits as required by third parties and vendors.
- Serve as a Tier 2 support for continuous improvement across GBS network.
- Validate vendor queries (e.g., data management, systems) to ensure timely and accurate payroll processing.
- Act as the main contact between HRIS and HRS for escalation and support.
- Represent regional improvement projects as needed.
Documentation
- Support HR Services in documenting customer queries and resolutions.
- Ensure timely updates to SOPs.
- Manage knowledge effectively, staying updated on HR policy changes and training HR team members accordingly.
- Engage with third-party agencies, ensuring SLAs and KPIs are met, and provide performance feedback.
Reporting
- Prepare complex and standard HR reports, including ad-hoc requests.

We are seeking a dedicated and proactive Service Delivery Specialist with fluency in Japanese language to remotely support East Asia employees and the HR operation team from Malaysia.
The role primarily involves providing efficient and effective HR services to internal stakeholders, collaborating closely with the country HR operations and payroll team while ensuring compliance with company policies and procedures on various HR functions and operational excellence.
The successful candidate will play a key role in delivering high-quality HR support and services to our organization.
What will you do?
· Manage the end-to-end employee lifecycle processes, including onboarding, offboarding, and employee data management.
· Collaborate closely with the country HR operations and payroll team, advising and supporting on time/attendance/OT, leave systems, payroll, and statutory compliance matters.
· Administer employee benefits programs and address benefits-related inquiries in collaboration with the HR team.
· Ensure compliance with local labor laws and HR regulations.
· Address employee inquiries and issues through a ticketing system, ensuring timely resolution and exceptional service delivery.
· Actively identify improvement opportunities, maintain operational excellence, and promote standardized processes.
· Collaborate with cross-functional teams to streamline HR processes and enhance service delivery efficiency.
· Contribute to the development and improvement of HR service delivery processes and workflows to enhance efficiency and employee experience.
· Participate in ad hoc projects and activities as required to support HR operations.
What qualifications will make you successful?
· Bachelor’s degree in HR management, business administration, or related field.
· Proficiency in Japanese: Demonstrated business-level fluency in both written and spoken Japanese is essential for effective communication and collaboration.
· Digital Automation Tools: Familiarity with digital automation platforms and tools is an advantage.
· Japanese Statutory Knowledge: Ability to comprehend Japanese statutory requirements, with guidance and support from team members, is beneficial.
· Cross-Cultural Experience: Prior experience working with Japanese companies or colleagues, particularly in high-context communication environments, is highly valued.
· Strong organizational skills with the ability to prioritize and manage multiple tasks effectively.
· Project management skills to drive digital service delivery initiatives.
· Digital Mindset and proactiveness, embrace and drive digital transformation within service delivery processes.
· Continuous improvement mindset, optimizing digital service delivery processes, including identifying automation opportunities, and enhancing self-service capabilities for stakeholders.
· Excellent communication and interpersonal skills to effectively engage with both internal teams and external stakeholders.
· Proven experience in HR service delivery, preferably in a multinational environment would be an advantage.
· Strong understanding of HR processes, payroll, and benefits administration would be an advantage.

Key Responsibilities:
Respond promptly to employee questions on HR policies, payroll, leave, benefits, and workforce systems.
Administer onboarding, offboarding, leave, flexible-work arrangements, and self-service tools.
Coordinate programs like absence management, performance reviews, engagement surveys, and Employee Assistance Programs (EAP).
Support policy updates, updates to HR documentation, and ensure compliance with labor laws.
Provide user assistance for LMS and ESS platforms and training logistics.
Facilitate well-being and engagement initiatives, including EAP referrals and feedback collection.
Collect, track, and analyze employee service metrics and feedback to recommend improvements.
Job Qualifications:
Diploma / Bachelor’s Degree in Business Administration or HR or related field.
1+ years’ experience in HR service delivery, workforce support, or related roles.
Excellent communication and customer-service orientation.
Strong organizational skills, attention to detail, and ability to manage multiple tasks.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
Fluent in Japanese and English language.

Your day at NTT DATA
As a Senior Services Architect at NTT DATA, you'll be at the forefront of innovation, helping to design Managed Services solutions across multiple technology domains. Your role is crucial in creating competitive, secure, and multi-year viable solutions, making you a key player in our value co-creation process with clients, sales, and delivery teams.
You will guide a virtual team of domain experts to develop secure service solutions, integrating technology and service design to meet client requirements.
