To provide medical consultation and opinion in regard to claims pertinent to Guarantee Letter (GL) or Reimbursement / medical claim disputes or appeals / investigations / underwriting, and to ensure effective implementation of case management intervention in order to efficiently reduce or contain healthcare cost, without compromising healthcare quality and needs, in addition to development of quality assurance programmes or other relevant initiatives for organization.

  • Medical advisory lead within and beyond operations divisions. To provide medical insights to various divisions within the company such as Medical Claims, Network Management, Call Centre, Customer Services, Product Management & Pricing, Strategic Business Development etc.
  • To monitor and follow up with complex cases that require prolonged stay or due for discharge based on the length of stay planned / benchmarked; with the objective of limiting unwarranted extension of stay without compromising the care quality and to evaluate / approve for Top Up GL that fulfills criteria set within the proposed benchmark.
  • To provide medical consultation and opinion in regard to admissibility and necessity of medical claims, fulfilment of policy contract definition in medical claims, investigation and underwriting decisions, as well as ad-hoc medical consultation and opinion in medical related queries.
  • To communicate with panel specialists via call conference or virtual meetings regarding Professional Fee Queries and address overcharging issues or any issues on specialist’s fees to appropriate parties such as hospital management / hospital fee committee and Ministry of Health (MOH), medical councils, LIAM / PIAM as and when required, in accordance with the PHFSA Fee Schedule and reasonable & customary charges (R&C) guides.
  • To develop / coach claim assessors through regular medical trainings and development / revision of internal claims guidelines to enhance their medical knowledge and competency in claim assessment to deliver services in keeping with the standards set.
  • To involve in projects and/or initiatives for department / division process improvement.
  • To conduct quality assurance checking on medical claims; to vet through periodical service report and follow up with relevant parties for remedial actions and its implementation as and when required.
  • Take accountability in considering business and regulatory compliance risks and take appropriate steps to mitigate the risks.
  • Maintain awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company’s interest.
  • Highlight any potential concerns / risks and proactively share the best risk management practices.
  • In charge of fraud, waste and abuse (FWA) detection, resolution and prevention to minimize billing wastages by reviewing and analyzing trends and emerging patterns in hospital and doctors’ charges, implementing controls on claims overutilization.

The Person:

  • Qualifications: Licensed practicing Medical Doctor (MBBS / MD) in good standing in medical community, preferably with clinical experience/ specialty in internal medicine, paediatrics, and surgical based. Postgraduate qualification in occupational health, family medicine, or any relevant field would be an added advantage. Experience in a public/ private hospital is essential. Experience in analysis, fraud detection is an added advantage.
  • Working Experience: Minimum 5 years working experience in healthcare and/or insurance.
  • Key Skills: Sound medical knowledge; knowledge of healthcare billing and medical terminology; strong business acumen with communication, analytical, problem solving, documentation and organization skills; strong negotiation and public relation skills.
  • Key Knowledge: Knowledge in medical terminology, clinical knowledge; Proficiency in current healthcare delivery systems and hospital, patient management and billing system; insurance product and contractual wordings knowledge.
  • Key Competencies: Customer service, product knowledge, medical knowledge, information gathering and analysis, policy interpretation and application, processes, procedures and policies.

  • Fitness to Work (FTW) Program Oversight and Medical Assessment Advisory

  • Support and conduct health talks, awareness campaigns, and wellness programs as required by company.

  • Review results of health surveillance programs, identify areas of concern, and communicate findings to relevant stakeholders for corrective action.
  • Ensure that all health surveillance and medical assessment programs are designed and implemented satisfactorily and remain fit for purpose.

Supporting OH needs of 1200+ in country office-based personnel (global travel health; fitness for entry to field operating sites with emphasis on oil and gas; return to work assessments; medical absence and disability interfaces; remote clinical operations support to global locations within broader oil and gas sector.

About you

Skills and Qualifications

  • Medical Degree (MBBS or equivalent) from a recognized institution and post graduate qualification in Occupational Health / Occupational Medicine. Full Registration with the Malaysian Medical Council.
  • Possess at minimum, a valid Occupational Health Doctor (OHD) certification from NIOSH Malaysia. Other post graduate Occupational Health/Occupational Medicines maybe considered. Preferably 5 years’ experience or more practicing Occupational Health post attainment of postgraduate qualification
  • Strong clinical skills and broad experience in various medical disciplines. Highly articulate with excellent command of written and spoken English. Ability to work independently and as part of a multidisciplinary team.
  • Experience with supporting cases remotely by telehealth an advantage. Time flexibility and able to work within global time zone environment

Preferred Skills

  • Prior corporate or high-risk industries (e.g., oil & gas, manufacturing, construction) experience
  • Additional certifications (e.g., Audiometry, Spirometry, OGUK, OGSP).
  • Familiarity with ISO standards and HSE management systems

About You
Skills and Qualifications

  • Medical Degree (MBBS or equivalent) from a recognized institution and post graduate qualification in Occupational Health / Occupational Medicine. Full Registration with the Malaysian Medical Council.
  • Possess at minimum, a valid Occupational Health Doctor (OHD) certification from NIOSH Malaysia. Other post graduate Occupational Health/Occupational Medicines maybe considered. Preferably 5 years’ experience or more practicing Occupational Health post attainment of postgraduate qualification
  • Strong clinical skills and broad experience in various medical disciplines. Highly articulate with excellent command of written and spoken English. Ability to work independently and as part of a multidisciplinary team.
  • Experience with supporting cases remotely by telehealth an advantage. Time flexibility and able to work within global time zone environment

Preferred Skills
  • Prior corporate or high-risk industries (e.g., oil & gas, manufacturing, construction) experience
  • Additional certifications (e.g., Audiometry, Spirometry, OGUK, OGSP).
  • Familiarity with ISO standards and HSE management systems

Review and recommend updates to the company FTW Procedure to ensure compliance with legal requirements and industry best practices. Evaluate and appoint an adequate number of Approved Medical Examiners (AMEs) in Malaysia and Thailand and ensure they are effectively informed of their responsibilities in line with current company FTW procedures. Maintain open and continuous communication with all company AMEs, particularly for Offshore Safety Passport (OSP) approvals, to ensure that medical assessments are consistent with company standards. Review and validate medical reports, including the authority to request further information, additional tests, or override AME decisions if necessary for the purpose of OSP approval.

Health Consultation and Medical Advisory Provide advice and consultation on medical issues faced by company employees and contractors, including expatriates requiring special or controlled medication unavailable in Malaysia. Support and advise on medical referrals on a case-by-case basis. Provide updates and guidance on emerging or ongoing public health matters, including but not limited to outbreaks, pandemic preparedness, and occupational disease trends. Support and conduct health talks, awareness campaigns, and wellness programs as required by company.

Medical Surveillance and Program Evaluation Review results of health surveillance programs, identify areas of concern, and communicate findings to relevant stakeholders for corrective action. Ensure that all health surveillance and medical assessment programs are designed and implemented satisfactorily and remain fit for purpose. Support on-site health assessment and health campaign activities when required.

Representation and Coordination with Authorities Represent company in meetings with relevant government bodies and health authorities, either independently or in conjunction with the company HSE team.

Medical Testing and Facility Evaluation Coordinate and arrange for medical examinations to be conducted at any approved company AME clinics in Malaysia or Thailand. Conduct and manage on-site Drug and Alcohol Testing at company worksites. Conduct and manage on-site Medical Facility Assessments to ensure adequacy and compliance with company standards.

Job Opportunity: Occupational Health Advisor

Requirements: Fitness for Work Medical Advice and Consultation for employees (including CPOC contractors): a. Pre-employment Medical Examination (to decide whether personnel are suitable for the assigned job based on medical report). b. Offshore Medical Examination (to approve or disapprove personnel for offshore assignment). c. Radiation Workers Medical Examination (following Malaysia’s rules and legislation). d. Exit Medical Examination. e. Return to Work Medical Examination. f. Any other types of medical examination required by Company. Note: Basis of Fitness to Work shall be based on PETRONAS’ and/or Company’s Standard and Guidelines. Advice and Consultation on: a. Medical problems encountered by Company Employees. b. Company expatriates who need special/control drug which are not available in Malaysia. c. Providing advice and updates on current and emerging medical issues e.g. Pandemic diseases and etc. d.
