Job Overview:

The Construction Support Engineer applies their conceptual knowledge of Construction Support (Eng) and, with a moderate level of guidance and direction from colleagues and leadership, is responsible for solving a range of straightforward Construction Support (Eng) problems.   • Bachelor’s degree in Naval Architecture, Civil/Structural/Mechanical Engineering (Master’s degree preferred)
  • 3-8 years of experience in oil and gas with a major contractor or consultant predominantly performing detail design
  • Familiar with the content and application of standards, codes, and guidelines as applicable Knowledge of many basic design techniques and analysis methods
  • Preferably Registered Engineer in Training (ElT) or member of a professional engineering society

  • Perform FEED, Studies, and detailed design engineering, analysis, and calculations on more complex and demanding engineering tasks
  • Apply knowledge and skills to complete varied assignments
  • Prepare clear and accurate detailed design calculations and analyses including design reports and procedures
  • Prioritize and organize own work to meet deadlines
  • Focus on completing work within budgets
  • Clearly communicate and explain information in straightforward engineering activities

  • Provide required bid inputs as directed
  • Prepare sketches of detail design to guide Designers
  • Assist procurement personnel in producing discipline equipment, materials, and services Procurement assistance includes preparing requisitions, evaluating technical quotations, preparing queries, compiling bid tabulations and recommendations, preparing purchase requisitions, and coordinating with Procurement to expedite vendor documents, as directed by Discipline Lead Engineer
  • Review MTOs for requisitions
  • Assist in updating weight report based on receipt of vendor information
  • Check drawings
  • Check engineering performed by others within the discipline
  • Review vendor subcontractor submittals, checking for compliance with project specifications and providing comments as necessary
  • Perform design verification through single-discipline checks and assist with inter-discipline checks (IDC)
  • Keep the Lead Engineer apprised of all activities, progress, and concerns
  • Check final subcontractor and vendor data manuals to ensure that all requested data has been received and approved
  • Capture lessons learned and enter into MDR’s Lessons Learned system
  • Develop an awareness of costs related to own work and of the discipline
  • In FabCSE, perform/review designs, analyses, evaluations, calculations, and procedures such as:
    • Erection sequences for jackets, topsides, and other structures
    • Loadout procedures and guidance during the operations
    • Construction lift analyses and procedures for activities such as floatover, stackings roll-ups, etc.
    • Weighing procedures
    • Design and detailing of miscellaneous fabrication yard items
    • Crane arrangements and rigging arrangements

Launch & Transfer SME for specific Technology Platform or pharmaceutical processes following process product/process transfer or handover from launch to commercial production. The Specialist, Government Outreach & Project Support (Malaysia) provides administrative, research, and coordination support for EDOTCO’s government engagement activities, project facilitation, and public sector initiatives.

Key Accountabilities

  • Support the engagement efforts with federal ministries, state ICT agencies, municipal councils, and GLCs.

  • Implement communication and feedback strategies to engage stakeholders.
  • Represent company interests during discussions with authorities to advocate regulatory clarity and support for telecom infrastructure.
  • Analyze stakeholder interest, influence, and impact on regulatory and infrastructure projects.

Stakeholder Mapping & Insights Gathering

  • Maintain and update stakeholder databases and influence maps for Malaysian government stakeholders.
  • Conduct desk research to support engagement strategy and regulatory impact analysis.
  • Provide regular updates on political or policy developments relevant to connectivity, telecom infrastructure, or ESG.

Project Coordination

  • Support collation and submission of tenders, MoUs, and PPP proposals in coordination with internal stakeholders.
  • Track documentation requirements, format submissions, and meet deadlines.
  • Provide support in planning and executing special projects including regulatory compliance, site rollout, new service launches, and industry collaboration.
  • Ensure timely updates and cross-functional collaboration with Group, Regulatory, Legal, and Commercial teams.
  • Monitor regulatory changes that may affect project operations and ensure alignment with compliance standards.

Event & Meeting Coordination

  • Help coordinate meetings, prepare briefing notes, and maintain active follow-up on engagements with stakeholders such as MCMC, KKD, MyDigital, MDEC, and State Economic Planning Units (EPU).
  • Provide logistical and administrative support for G2G events, MoU signings, government-hosted roadshows, and industry dialogues.
  • Ensure all materials (presentations, talking points, backdrop, media notes) are prepared and aligned to EDOTCO branding and policy objectives.
  • Track contacts, appointments, and feedback in a central stakeholder database in Sharepoint.

Reporting & Documentation

  • Maintain records of correspondences, permits, regulatory filings, and project decisions.
  • Track engagement outcomes, update reporting dashboards, and escalate issues or delays as necessary.

Cross-functional & Ecosystem Coordination

  • Engage internal stakeholders to align on regulatory developments impacting special projects.
  • Encourage joint problem-solving and knowledge-sharing to support decision-making and project outcomes.
  • Ensure project documentation and compliance readiness are embedded across involved functions.

Qualification, Experience, Skills & Knowledge

  • Bachelor’s degree in Public Policy, Political Science, Business Administration, or related fields.
  • Minimum 5 - 7 years of experience in government relations, business development, or public affairs - preferably in telecom, infrastructure, or technology sectors.
  • Experience working with or supporting engagement with Malaysian public sector entities.
  • Familiarity with government tendering processes and public sector protocols is preferred.
  • Strong interpersonal and communication skills in Bahasa Malaysia and English.
  • Excellent organizational and coordination abilities.
  • High attention to detail in documentation and reporting.
  • Basic understanding of telecom, infrastructure, or ESG-related policy is a plus.
  • Skilled in PowerPoint, Excel, CRM tools, and document formatting.
