Rapid Community Assessment: Be first on the ground to quickly understand the local context, identify urgent food needs, and establish connections within affected communities Rapid Team Building and Management: Recruit, train, and lead dynamic, locally driven community outreach teams to deliver efficient, effective food aid in fast-changing environments Culturally Competent Outreach & Relationship Building: Lead with empathy and cultural awareness, fostering strong relationships across diverse communities to ensure food aid is aligned with cultural practices, community needs, and delivered with dignity Problem Solving in Crisis: Navigate post-disaster environments, creatively overcome obstacles and work with other response units to expediently support communities with food aid— always guided by WCK's North Star values Bi/Multilingual Communication: Lead inclusive communication, coordination, and culturally aligned community engagement across diverse populations

Duration : The Community Outreach Manager is a

two (2) year contract term

position with the opportunity for renewal, offering a unique chance to lead and help shape WCK's responses.

This position reports directly to the Response Director during activations, and the Senior Manager while off activation.

Preferred Location(s):

Asia - Must live within one (1) hour of an international airport.

Bangkok, Thailand Ho Chi Minh City, Vietnam Kuala Lumpur, Malaysia Seoul, South Korea Singapore, Singapore Tokyo, Japan

Key Responsibilities:

Personnel Management and Training

Recruit, train, and motivate diverse community outreach teams on activation, ensuring a high-performance culture aligned with WCK's mission and values. Provide leadership, mentorship, training and support to team members, promoting a culture of urgency, accountability, adaptability and continuous learning within the team Address personnel issues on activations in real time, and provide regular performance feedback on Corps members. Support the recruitment of Corps members, and manage personnel effectively on the ground to foster growth and ensure a diverse pipeline of activation leadership Identify professional development needs and gaps in team capabilities to arrange for appropriate training, and provide this feedback to relevant stakeholders for implementation.

Activation Management

Respond within four (4) hours notice to a disaster area to act as Community Outreach Manager, managing relief operations on the ground, or in rare cases, remotely Lead and manage field teams specializing in community outreach and engagement. Ensure strategic and streamlined implementation of relief activities on the ground, operationalizing WCK's North Star values Design and implement response strategies in the field that are adaptable and robust enough to function in high-stress, dynamic environments affected by natural disasters or conflicts Recruit, onboard, train and manage community outreach teams, including local hires and Corps members in the field. Consult on the scope of the response, and manage or implement community outreach operations Provide regular updates on community outreach operations to the Response Director to ensure ongoing, transparent information sharing across the organization. Collaborate with all WCK departments on the ground, or remotely to support the needs of the activation. Ensure smooth transitions and complete handovers with other Activation Managers, and between Response Corps team members when rotating field teams through phases of the activation Complete the After-Action Report process immediately following activation wind-down, collating and drawing learnings for process improvement

Community Outreach

Rapidly scout community needs in a disaster area to design the scope of the response, and ensure that food reaches beneficiaries as quickly and effectively as possible. Foster a collaborative environment with local populations; establish and nurture relationships with community members throughout the activation. Gather feedback from beneficiaries to understand evolving needs and changes on the ground. Utilize findings to recommend the scope of WCK support, including potential scale up or wind down strategies. Build and maintain relationships with community members to understand overall food needs, feedback on WCK performance, and other concurrent mass-feeding activities

Budgeting and Logistics

Work with the finance team and Response Director to share cost projections for community outreach operations, focusing on meal production and logistical needs Collaborate with the procurement and logistics team to source materials and supplies efficiently and ensure timely delivery to affected areas

Community and Stakeholder Engagement

Build strong relationships with local communities first. Ensure the teams conduct outreach and engagement activities that contribute to WCK's reputation as an effective, compassionate, and reliable relief organization Represent WCK in the field, acting as an ambassador to beneficiaries, partners, and the media, as required.

Requirements

Ability to spend up to 70% of the time in the field. The typical duration of an activation is four (4) weeks, though timelines could be longer. Must live within one (1) hour of an international airport or be willing to relocate. Willingness and ability to travel frequently to remote and potentially hazardous locations within four hours notice Bachelor's degree and/or equivalent preferred, or 5+ years of experience in management roles, preferably in fast paced, ever changing environments; including military, emergency response, culinary, humanitarian or event management settings. Experience leading, training and coaching large teams in challenging and rapidly changing environments. Ability to work independently with minimal infrastructure and resources Willingness to work in challenging environments with austere living conditions. For example, responders may not have access to running water, communications, or electricity and they may have to sleep outdoors and use bucket toilets Ability to work well with others and take directions to protect yourself and the team Demonstrated negotiation and diplomacy skills in complex and potentially volatile situations Exhibit a calm and composed demeanor during crisis situations, with the capacity to make sound decisions under pressure Be physically fit and have the stamina to work long hours doing physically demanding tasks in varying and potentially extreme climates Strong mental resilience and emotional intelligence to cope with the stressors associated with working in conflict environments Display cultural awareness and sensitivity, recognizing and respecting diverse backgrounds that allow us to positively work with local communities Fluency in English is required; proficiency in additional languages relevant to common disaster or conflict zones is highly desirable (Bengali, Japanese, Korean, Mandarin Chinese, Malay) Must have a valid Driver's License Must have a valid Passport

Project Manager (Primary Care) - Community Outreach Unit

The Community Outreach (CO)Research Unit collaboratively develops intervention programmes to promote early detection and improve access to cancer care for patients seeking treatment at Ministry of Health hospitals. The CO together with other research units in CRMY intends to close the gap in cancer care and our current focus is on breast cancer. The reality today is that who you are and where you live could mean the difference in cancer survival. It isn’t fair. But we can change this by developing i) most effective healthcare system changes for improving survival and ii) innovative and cost-effective tools for enabling early detection of cancer in B40 communities.

SCOPE / PURPOSE OF JOB

The role of the Project Manager encompasses two critical components: Firstly, it involves spearheading Primary Care Implementation Science Research for Early Detection of Breast Cancer, where responsibilities include designing and overseeing research projects to assess innovative breast cancer detection strategies' effectiveness, feasibility, and scalability. Secondly, the role focuses on Primary Healthcare Professional Engagement & Capacity Development, entailing the creation and delivery of comprehensive training programs for primary care professionals on breast cancer awareness, screening guidelines, and rapid referral protocols collaborating with experts, conducting training sessions, and providing ongoing support aimed at bolstering professionals' competency in risk identification and result interpretation. A core responsibility includes monitoring and evaluating training effectiveness& preparing insightful reports that will drive informed decision-making and continuous improvement efforts.

Responsibilities:

Primary Care Implementation Science Research for Early Detection of Cancer

  • Assist in designing and overseeing the implementation science research projects aimed at evaluating the effectiveness, feasibility, and scalability of innovative breast cancer detection strategies within primary care
  • Collaborate with multidisciplinary teams of researchers, clinicians, community partners, and other stakeholders to develop research protocols, study designs, and data collection instruments aligned with implementation science principles.
  • Lead the planning, execution, and monitoring of research activities, including participant recruitment, data collection, analysis, and interpretation, to generate actionable insights and evidence-based recommendations.
  • Assist in developing and maintaining partnerships with healthcare organizations, clinics, and research institutions to facilitate access to study populations, resources, and infrastructure necessary for successful project implementation.
  • Conduct literature reviews, gap analyses, and needs assessments to identify opportunities and barriers related to the adoption and implementation of breast cancer early detection interventions.
  • Monitor project timelines, budgets, and deliverables to ensure milestones are met and objectives are achieved in accordance with grant requirements and organizational goals.

Primary Healthcare Professional Engagement & Capacity Development

  • Develop and deliver comprehensive training programs for healthcare professionals in primary care settings, including physicians, nurses, and allied health professionals, on breast cancer awareness, screening guidelines, and rapid referral protocols.
  • Conduct training sessions, workshops, and continuing education programs to enhance healthcare professionals' competency in identifying breast cancer risk factors, performing clinical breast exams, and interpreting screening results.
  • Provide ongoing support and guidance to healthcare professionals to ensure the successful implementation of rapid referral processes.
  • Monitor and evaluate the effectiveness of training programs and project interventions through data collection, analysis, and performance metrics tracking.
  • Prepare reports, presentations, and recommendations based on project outcomes to inform decision-making and drive continuous improvement efforts.

Required Skills & Qualifications

  • Educated to a Master’s degree level, with relevant experience in project management
  • Proven work experience of at least 5 years (experience in public health, implementation science and/or community outreach would be a strong advantage)
  • Strong leadership, decision-making and negotiation skills
  • Strategic mindset and ability to foresee upcoming opportunities and threats
  • Resourceful and able to form strategic partnership with related stakeholders and businesses
  • Can manage remote/distributed team
  • Ability to effectively manage people without a formal authority
  • Independent and responsible individual, able to multitask and work in fast-paced environment
  • Excellent organizational and time management skills and ability to work under pressure

We are an independent and non-profit cancer research organisation based in Malaysia. Funded by donations and research grants, we conduct research in niche cancers often found in our Asian population.

Cancer — the big ‘C’ — continues to be a stigma, only spoken about in hushed whispers; how it’s bad karma, how much it costs, and that nothing could be done.

Confronting this stigma head on, CRM has been reversing this language of cancer, transforming the big ‘C’ to a little ‘c’, and we plan to develop tools backed by good research to ensure that we can truly fight cancer on all fronts.

We believe that we will reverse the grip of cancer in our lives. We want researchers to win the war against cancer by turning it around with new ways of prevention and cure. ABOUT THE UNIT The Community Outreach (CO)Research Unit collaboratively develops intervention programmes to promote early detection and improve access to cancer care for patients seeking treatment at Ministry of Health hospitals. SCOPE / PURPOSE OF JOB The role of the Project Manager encompasses two critical components: Firstly, it involves spearheading Primary Care Implementation Science Research for Early Detection of Breast Cancer, where responsibilities include designing and overseeing research projects to assess innovative breast cancer detection strategies' effectiveness, feasibility, and scalability. Secondly, the role focuses on Primary Healthcare Professional Engagement & Capacity Development, entailing the creation and delivery of comprehensive training programs for primary care professionals on breast cancer awareness, screening guidelines, and rapid referral protocols collaborating with experts, conducting training sessions, and providing ongoing support aimed at bolstering professionals' competency in risk identification and result interpretation. Responsibilities: Primary Care Implementation Science Research for Early Detection of Cancer Assist in designing and overseeing the implementation science research projects aimed at evaluating the effectiveness, feasibility, and scalability of innovative breast cancer detection strategies within primary care Collaborate with multidisciplinary teams of researchers, clinicians, community partners, and other stakeholders to develop research protocols, study designs, and data collection instruments aligned with implementation science principles. Panthera has been present in Malaysia through partners for almost a decade. In the beginning of 2020, Panthera incorporated an office in Malaysia - Panthera Wild Cat Conservation Malaysia Sdn. Bhd. (Panthera Malaysia).

Panthera’s Project Tekai started in 2023 and is focused on the monitoring and protection of the Malayan tiger ( Panthera tigris jacksoni ), as well as all other wild cat species in the Al-Sultan Abdullah Royal Tiger Reserve, also known as the Tekai Core Area in Pahang. The project’s main objectives are to stabilize and recover the population of tigers and other wild cats in the landscape following the Panthera’s Regional Development Strategy for South and Southeast Asia in Malaysia.

As a Community Engagement Officer for Panthera’s Project Tekai, s/he shall work in a team to organize community dialogues, carry out interviews, and manage data required to fulfill the project activities with the aim to conserve the wild cat population in the project landscape. S/he will do so by adhering to the code of conduct and standard operating procedures of Panthera Malaysia. As an employee of Panthera Malaysia, s/he will uphold the organisation’s values and operating principles and maintain a professional work etiquette at all times. S/he may be required to assist with other projects of Panthera in other field sites from time to time for transfer of knowledge, skills and experience, at the discretion of the Malaysia Country Manager as and when needed.

S/he will report to the Project Coordinator of Project Tekai / Country Director.

Specific responsibilities include:

  • Organise community dialogues and conduct interviews with members of communities living and working within and around the tiger landscapes related to Panthera Malaysia’s programs.
  • Conduct regular engagement with community members as well as affiliated government agencies to develop and strengthen relationship.
  • Work with the Project Coordinator and Analysts on the team to identify information requirements to understanding problems that threaten tigers and other wildlife in the landscape.
  • Be familiar with the Free, Prior and Informed Consent (FPIC) process and strive to uphold the highest standards of ethical practices when engaging with local indigenous communities in the project landscape
  • Develop survey questionnaires to meet the identified information requirements and conduct the interviews with community members.
  • Conduct interviews with offenders as and when opportunity arises and work with the Problem Analyst to fill in information gaps about poaching problem patterns.
  • Participate in team briefings, discussions, strategic and tactical planning sessions with other members of the Panthera team and partners
  • Ensure strong communications and flow of information and knowledge between the project units to enable a cohesive fusion of data analysis and successful implementation of interventions to reach the project’s objectives
  • Ensure information is systematically curated and managed using database tools such as, but not limited to, the Spatial Monitoring and Reporting Tool (SMART) Profiles database.
  • Prepare reports and data visualisations using Microsoft Office, SMART, QGIS and other software as required.
  • Prepare reports and briefings to communicate findings derived from community engagement activities.
  • Represent Panthera in the utmost professional manner when participating, leading, or facilitating engagement activities, events, workshops, meetings, conferences, etc. with communities members, partner agencies and any other stakeholders
  • Work with Project Coordinator, Problem Analyst, and other members of the team to ensure community engagement work is aligned with wildlife protection strategies and interventions.
  • Organize and work with the Assistant Coordinator with procurement of rations and equipment as well as in the management of other community engagement related logistics.

The essential job functions of a Community Engagement Officer of Project Tekai are as follows:

  • Establish and maintain good relations with partners and stakeholders of the project.
  • Ensure professional conduct within the team as well as with parners and stakeholders of the project, including government representatives.
  • Ensure that all assigned activities are consistent with the schedule and all outputs are delivered on time and at the desired quality.
  • Keep abreast with current research and developments in biodiversity monitoring and wildlife crime science. This may require attending various meetings, workshops, conferences and training programmes.
  • Be familiar and comply with the policies and guidelines set out in the Panthera Employee’s Handbook ensuring that the code of conduct & ethics and other Panthera policies are followed at all times.
