Senior Officer, Disaster Law and Advocacy

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Disaster Law and Advocacy Senior Officer, forms an integral part of the Asia Pacific Disaster Law team and wider Regional Health, Disasters, Climate and Crisis Unit (HDCC). The position will support effective implementation of the IFRC strategic goals related to disaster law, auxiliary role and legislative advocacy as well as contribute to overall programme design and strategy across selected Asia Pacific countries and at a sub-regional level.

IFRC Disaster Law aims to reduce vulnerability and improve humanitarian outcomes by strengthening legal and policy frameworks for disaster and crisis management. The programme supports National Societies in enhancing their auxiliary role and advocacy capacity for legal and policy change. It promotes strong disaster risk governance across all components of disaster risk management, including prevention, preparedness, anticipatory action, response, and recovery. Over the past two decades, IFRC Disaster Law has produced extensive research and guidance on domestic legal frameworks, including in areas such as climate change adaptation, gender equality, child protection, and displacement in disaster contexts.

Job Purpose

Under the direct supervision of the Regional Disaster Law Coordinator for Asia Pacific, based in Kuala Lumpur, the Disaster Law and Advocacy Senior Officer will be responsible for providing technical assistance to the Disaster Law activities in selected Asian countries in coordination with the relevant IFRC Country Cluster Delegations and/or Country Delegations and National Societies.

The position will also work with relevant IFRC teams to ensure National Societies auxiliary role is well utilized and understood, as well as promote National Societies as a partner of choice in relevant national law and policy making processes. The auxiliary role of Red Cross and Red Crescent National Societies refers to their officially recognized status as independent and neutral partners to public authorities in the humanitarian field. This unique role enables National Societies to support and complement government efforts in disaster response, health services, and other humanitarian activities, while maintaining their autonomy in accordance with the Fundamental Principles of the Movement.

The key areas of programming and support are summarised as below:

Influence and support implementation of national and sectoral laws and policies that reduce human vulnerability to disasters, climate change and other emergencies and improve humanitarian assistance.

Support National Societies to strengthen their auxiliary role and enhance their capacity to undertake legislative advocacy.

Contribute to strengthening partnerships with sub regional organisations, academic fora and key partners on legislative advocacy and other disaster law areas.

Support the preparation of documents and research pieces that contribute to Disaster Law program.

Contribute to the development of Disaster Law regional action plan.

Support Programme Implementation and Coordination

Support the design and implementation of the Disaster Law Programme activities.

Act as focal point for key national legislative reviews ensuring agreed activities, milestones and deadlines are met.

Liaise with project staff, consultants and National Society focal points.

Assist in the preparation of papers, newsletter other IEC (information, education and communication) materials on disaster law and relevant legislative advocacy issues for internal and external communications.

Technical Support to National Societies and Stakeholders

Work with the Asia Pacific Disaster Law Programme Coordinator to provide technical assistance to National Red Cross and Red Crescent Societies and Governments in the strengthening of disaster risk governance.

Support the integration of relevant legal information and perspectives into relevant IFRC and National Societies programs.

Support the capacity building of National Red Cross and Red Crescent Societies in disaster law and legislative advocacy using the IFRC Disaster Law tools and templates.

Support the National Societies and relevant CCD and CD to engage strategically and effectively in relevant national and regional policy dialogues.

Support technical legal drafting for relevant disaster law provisions and other key sectorial areas as necessary.

Support the preparation of global and regional research as required, including collating information on national society, government and UN agencies policies pertaining to relevant issues under research.

Stakeholder engagement and advocacy

Support the Regional Disaster Law Coordinator in the organizational efforts to strengthening disaster laws and other key IFRC legislative advocacy issues and the dissemination of legal and policy instruments.

Support the Regional Disaster Law Coordinator in the implementation of Disaster Law and wider IFRC advocacy strategies and engagement with relevant sub regional organisations in particular with ASEAN.

Education

Required

Bachelor of Laws, LL.B.

Preferred

Advanced degree (Masters or equivalent professional certification) Law, International Relations, International Development, International Affairs, Political Science or related fields

Experience

Required

At least 5-7 years of legal work experience in a related area

Proven experience in advocacy and influence efforts with decision makers

Demonstrated research, writing and/or reporting experience in English (sample to be provided)

Preferred

Demonstrated experience in the international humanitarian and/or development sector

Demonstrated experience in project management

Experience with networking and communication with different stakeholders such as government, Red Cross/Red Crescent, UN, NGOs and other organisations

The Legal Support Lead Officer is a senior level role, responsible for providing legal support to the business teams in various APAC jurisdictions re.   • Assisting business in review and resolution of legal queries pertaining to any of these 5 products (N.B.: Primary focus shall remain on Commercial Cards).
  • Responsible for legal support activities related to legal operations, litigation, settlements, or negotiation and contract administration etc.
  • Manage the execution, review, processing and tracking of legal documentation and records, executes transactions and completes varied work requests from multiple sources that may be complex in character and have tight deadlines. Record keeping re. approvals given to business and other departments will also form an integral part of this role.
  • Single handedly help local business or country counsel negotiate agreements with clients.
  • Participate in legal programs and projects to achieve coordinated and efficient process improvements and legal support solutions. Liaise with other control/ functional businesses in support of initiatives pertaining to products within scope (see job description above).

  • Remain updated and current with regulatory changes (new regulations etc.), internal policy changes and developments in the law for aforesaid Products.
  • Conduct independent research, investigations and analysis, applying institutional knowledge and knowledge of laws, rules and regulations, to support in the identification of legal solutions situations or to formulate an approach or strategy.
  • Apply in-depth understanding of how associated risks differ depending on product and documentation as envisaged in relevant jurisdiction(s) and provides advice to Risk and Business.
  • Assess risk (incl. reputational risk) when business decisions are being made. Help business arrive at a fair outcome for clients.

Assisting business in review and resolution of legal queries pertaining to any of these 5 products (N.B.: Primary focus shall remain on Commercial Cards). Responsible for legal support activities related to legal operations, litigation, settlements, or negotiation and contract administration etc. Manage the execution, review, processing and tracking of legal documentation and records, executes transactions and completes varied work requests from multiple sources that may be complex in character and have tight deadlines. Record keeping re. approvals given to business and other departments will also form an integral part of this role. Single handedly help local business or country counsel negotiate agreements with clients. Participate in legal programs and projects to achieve coordinated and efficient process improvements and legal support solutions. Liaise with other control/ functional businesses in support of initiatives pertaining to products within scope (see job description above). Interact with senior leaders, internal and external peers to gather information and works closely with the team’s management to determine legal solutions. Make PPTs/ Excel presentations and present them to senior management (business/ legal) for explaining any given issue. Undertake periodic knowledge sessions (on specific topics) for business or legal colleagues for any of the aforesaid products (particularly for Comm. Cards). Remain updated and current with regulatory changes (new regulations etc.), internal policy changes and developments in the law for aforesaid Products. Conduct independent research, investigations and analysis, applying institutional knowledge and knowledge of laws, rules and regulations, to support in the identification of legal solutions situations or to formulate an approach or strategy. Apply in-depth understanding of how associated risks differ depending on product and documentation as envisaged in relevant jurisdiction(s) and provides advice to Risk and Business. Assess risk (incl. reputational risk) when business decisions are being made. Help business arrive at a fair outcome for clients. Adhering to firm’s Policy, apply sound ethical judgment regarding personal behavior, conduct and business practices. Escalating issues in a timely and professional manner, managing and reporting control issues with transparency. Qualifications: 8 - 10 years of relevant experience (on business or legal side), preferably with some experience working in an in-house legal role within financial services. Must possess excellent oratory, interpersonal, and project management skills, as well as the ability to interact and communicate effectively with senior management formally. Must have excellent working knowledge of English and Malay language (written and spoken). Ability to read, write, and speak Mandarin/ Cantonese may be helpful. About the Role

KRI is seeking quantitatively trained public policy researchers to join our growing, impact-driven team. We are looking for individuals with qualifications in statistics, econometrics, economics, data science, or computer science , with a passion for applying data-driven research to address Malaysia’s most pressing policy challenges.

We welcome applications from mid-career to senior-level researchers , with the level of appointment depending on experience and demonstrated past work.

Your research may fall under one or more of our pillars, or explore cross-cutting issues such as climate, digital transformation, or artificial intelligence (AI):

  • The State of Households: This programme focuses on Malaysian households, examining factors such as inequality, social mobility, and women's workforce challenges, informed by data such as the Department of Statistics Malaysia’s (DOSM) Household Income & Expenditure Survey. This track aims to improve household well-being and economic status, emphasising gender-specific issues, such as inequality, social mobility, gender, affordable housing, and household economic resilience.
  • Human Capital, Productivity & Income: This programme examines the interplay between labour income, productivity, and the quality of education and training. It seeks to understand the impact of labour laws and market conditions on wages and productivity. It also aims to align education and training with labour market needs, enhancing human capital development. For example, labour market structures, education/training alignment, and wage-productivity dynamics are examined.
  • Local Firms & Regional Economy: This initiative aims to enhance the capabilities of local firms, particularly SMEs, leveraging regional markets. It involves developing SME competitiveness, addressing domestic market reliance, and focusing on sectors like food and commodities. Additionally, this track emphasises strengthening bilateral and multilateral economic ties to foster broader economic integration. E.g., SME development, sectoral strategies, and regional economic integration.
  • Fiscal Studies: This is a study of public finance, focusing on expenditure (subsidies, safety nets), revenue (tax and non-tax sources) and debt (both direct and contingent liabilities). It delves into capital market dynamics, such as sovereigns, government guarantees, and market liquidity and assesses the effectiveness and efficiency of government allocation. E.g., public expenditure, taxation, debt, and capital market dynamics.

Role Summary

The Public Policy Senior Manager/Manager (APAC)will be part of the GS1 Global Public Policy team, while working with the GS1 offices and colleagues in Asia-Pacific on a daily basis. The position will have responsibility for the execution of Public Policy activities that advance the GS1 Global public policy strategy and GS1 Asia-Pacific regional priorities.

The person will be part of a global team working with GS1 offices in close to 20 markets, regional intergovernmental organisations, and national governments on engagement in public policy and related cooperation.

The Public Policy Senior Manager/Manager (APAC) will have regional responsibility for matters related to GS1s’ interaction with regulators, intergovernmental organisation, industry associations, and other stakeholders in the region. He/she will also work closely with the GS1 offices of the region. Therefore, it is critical for the position that the candidate has significant and extensive work experience in the regulatory and public policy environment in Asia-Pacific.

In this role he/she will ensure that the benefits of global standards and the need for regulatory harmonisation are well explained to and understood by key stakeholders across the region. This role requires a passion for regulatory affairs and policy developments, and the ability to be a trusted and neutral partner to authorities and other stakeholders.

Responsibilities

  • Expand regional public policy engagement through strategic engagements with stakeholders
  • Regulatory Monitoring - Identify and track legislative and regulatory developments at national and regional level in Asia-Pacific that influence the implementation of GS1 global public policy priorities and recommend a course of action
  • Monitor and evaluate collaboration and project opportunities with government, intergovernmental organisations and industry groups / trade associations
  • Proactively assess draft legislation and provide advice to Global public policy team on further action
  • Assist in the coordination of policy positions with GS1 member organisations in Asia-Pacific to execute the Global Public Policy directions
  • Consult with senior management of GS1 Member Organisations to further the strategic global public policy priorities
  • Secure GS1 participation in key conferences, meetings, forums, represent GS1 there and ensure opportunities for global public policy leadership to participate
  • Oversee the day-to-day activities related Public Policy projects

Education/Experience and Skills Requirements

She/he must have strong collaborative skills, an international and collaborative mindset and willingness to proactively involve stakeholders from a wide range of countries and support multicultural working groups. He/she likely has sector specific experience in food, retail, e-commerce, supply chain logistics, sustainability or working in government and a thorough understanding of how trade associations and chambers of commerce function. Experience from APEC, ASEAN or regional/global intergovernmental organisations or government agencies and functioning in key Asian / Pacific markets (e.g., experience from Australia, Japan, India, China, Indonesia) is highly appreciated.

  • Bachelor's level degree (required) in relevant field, such as public affairs, political science, international relations or business with more than 6/8 years of work experience
  • Excellent written and verbal communication skills - confident presenter and public speaker
  • Highly motivated and detail oriented, with the proven ability to follow through on short and long-term work streams
  • Willingness to be part of a distributed team which will be meeting virtually more than in person
  • Comfortable learning about new technology and explaining it in a simple way for external audiences such as industry and government
  • Fluent in English, working knowledge in additional major Asian language is beneficial

  • 7 years of experience working within government, think tanks, public interest groups, technology industry groups, or corporate public policy organizations.
Preferred qualifications:
  • Experience with Internet technologies and related policy environments.
  • Ability to stay informed on technical and regulatory issues.
  • Interest in the role of the Internet in modern society.
  • Excellent communication, presentation, and translation skills.
  • Fluency in English and Bahasa Melayu to support regional client relationships.
  • Willingness to travel as needed.

As part of Google’s Government Affairs and Public Policy team, you'll work across regions, product areas, and functions, managing campaigns, projects, and initiatives. Your role involves advocating for Google and bringing external perspectives into the company to shape our policies and strategies. You’ll be passionate about shaping the future of technology use and development for everyone.

Our team engages with government officials, legislators, regulators, and stakeholders to address public policy challenges affecting the internet and beyond, focusing on issues at the intersection of policy, business, and technology.

Responsibilities
  • Represent Google in policy-making and government engagements in Malaysia and the Philippines.
  • Develop and implement government affairs strategies aligned with Google's objectives in these regions.
  • Lead policy campaigns on issues like data privacy, AI ethics, digital economy, content regulation, and competition.
  • Build networks with trade associations, industry partners, and other stakeholders to promote an open and user-focused internet.
  • Maintain internal communication and provide counsel to teams and leadership.
