Technical Expert, Functional Safety
We are currently based at KL Eco City, Malaysia.
Purpose
To guide corporate, proposal, and projects on Functional Safety Management, in collaboration with different departments and process safety section, prevent and mitigate safety-related failures throughout the lifecycle of the facility.
Responsibilities
Independently develop and review corporate Safety Instrumented System (SIS) Lifecycle Plan and Functional Safety procedures, and review other corporate standards for consistent application of Functional Safety Management throughout the lifecycle of the fleet/facility. Provide functional safety technical expert advice at a corporate and global level based on MODEC and industry standards, considering the entire lifecycle of the facility. Prepare and review SIS lifecycle Plan and other SIL-related documents e.g. SRS Develop scope of work, perform technical bid evaluation for functional safety consultants, participate in HAZOP and LOPA workshops, plan, review, and deliver functional safety studies/deliverables. Attend workshops for the definition of Safety Critical Elements (SCEs), communicate SIL requirements for SCEs that are part of the SIS, review SCE design, manage the tracking and review of EPCI assurance tasks to ensure that SIS is designed, procured, constructed, commissioned, and installed in accordance with performance standards Coordinate and manage functional safety consultants/ subcontractors to ensure the facility’s SIS is properly assessed in accordance with the scope of work and methodology, in a timely manner and on budget Instruct and guide engineers to collect SIL classification data. Perform SIL verification, prepare deliverables, review other discipline deliverables, and collaborate with other disciplines and departments. Comply with MODEC Group Policy, Code of Business Conduct and Ethics at all times.
Requirements
Bachelor’s or Master’s degree in Chemical Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering or Safety Engineering. Minimum 18 years of relevant working experience in Functional Safety in the oil and gas sector. Functional Safety professional certification such as exida Certified Functional Safety Expert (CFSE), TÜV Functional Safety Engineer, or an equivalent is highly preferred

We are seeking a detail-oriented and proactive Facilities FLSS Engineer to manage and maintain Fire Life Safety Systems across our advanced electronic manufacturing facility and on-site Data Center in Penang. The role is responsible for ensuring that all fire detection, suppression, and life safety systems are operating efficiently, remain compliant with Malaysian statutory regulations, and are prepared for emergency response scenarios. This position plays a vital role in protecting life, property, and business continuity in a mission-critical environment.
Key Responsibilities
- Manage operations, maintenance, and testing of all Fire Life Safety Systems (FLSS), including:
- Fire alarm and detection systems
- Fire suppression systems (FM200/Novec, CO₂, water mist)
- Fire sprinkler and hydrant systems
- Emergency lighting, fire doors, exit signage, and public address systems
- Portable fire extinguishers and hose reels
- Oversee FLSS in high-risk areas such as cleanrooms, utility spaces, chemical storage, and Data Centers.
- Coordinate with vendors and contractors for system inspections, testing, certifications, and rectification works.
- Ensure full compliance with Malaysian regulatory requirements (e.g., BOMBA, DOSH, DOE) including periodic submission and audits.
- Develop, review, and implement fire protection SOPs, emergency response procedures, and system specifications.
- Support the development and execution of evacuation drills and fire response training for site personnel.
- Monitor system performance and propose improvements, upgrades, and expansions based on risk assessment and capacity planning.
- Participate in hazard identification, job safety analysis (JSA), and incident investigations related to fire/life safety.
- Support engineering design review for new projects to ensure FLSS compliance and best practices are implemented from design to commissioning.
- Maintain accurate and up-to-date documentation: system drawings, test reports, maintenance logs, BOMBA certificates, etc.
- Collaborate with Facilities, EHS, and IT teams to ensure integrated safety coverage across all areas of the site.
Requirements
- Bachelor’s Degree in Mechanical, Electrical, or Fire Protection Engineering.
- Minimum 4–5 years of experience managing fire protection and life safety systems in a manufacturing, semiconductor, or high-tech facility.
- In-depth knowledge of Malaysian fire safety codes and BOMBA compliance requirements.
- Experience with fire detection and suppression systems used in cleanroom and Data Center environments.
- Strong understanding of NFPA, BOMBA, OSHA, and relevant international standards.
- Proficient in using Building Management System (BMS), fire system panels, and CMMS tools (e.g., Maximo).
- Excellent communication, coordination, and problem-solving skills.
- Able to support site operations during emergency scenarios and after-hours incidents if required.
Preferred Qualifications
- Certified Fire Protection Professional or BOMBA-accredited certification.
- Experience with ISO 45001, ISO 14001, and ERT (Emergency Response Team) participation.
- Exposure to cleanroom protocols, hazardous chemical fire risk, and mission-critical infrastructure protection (Data Centers, labs).

Conduct comprehensive risk assessments of third-party vendors and partners. Evaluate vendors' security policies, procedures, and controls to ensure they meet FWD's standards. Identify potential risks associated with third-party relationships and recommend appropriate mitigation measures. Collaborate with internal stakeholders to gather necessary information and ensure a thorough assessment process. Maintain up-to-date records of third-party risk assessments and findings. Provide detailed reports and risk ratings for third-party vendors. Assist in the development and improvement of third-party risk management policies and procedures. Monitor and track remediation efforts by third parties to address identified risks. Stay current with industry best practices, regulatory requirements, and emerging threats related to third-party risk management. Required Skills
Bachelor’s degree in Information Security, Risk Management, Business Administration, or a related field. 3 or more years of experience in third-party risk assessment, vendor management, or a related area. Strong understanding of information security principles, risk management frameworks, and regulatory requirements (e.g., GDPR, CCPA, PCI-DSS). Experience with risk assessment methodologies and tools. Excellent analytical and problem-solving skills. Strong communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders. Detail-oriented with strong organizational skills. Relevant certifications (e.g., CISA, CISM, CISSP, CRISC) are a plus. Required Qualification

This is a global support role, covering SCB's presence across Asia, Africa, the Middle East, Europe, and the Americas, and spans multiple business lines such as Retail Banking, Private Banking, Wealth Management, Transaction Banking, and Financial Markets.
Key Responsibilities
- Risk Assessment: support the performance of both inherent and residual risk assessments (regular, dynamic and targeted).
- Control Monitoring: Support the control design effectiveness assessment, and dynamically monitor risk and controls.
- Change Risk: Assess and manage risks associated with change initiatives.
- Issue & Event Management: Support in the management of issues and events, escalate as needed, and ensure timely reporting.
- Risk Insights: Provide actionable risk insights to business stakeholders.
- Data Quality: Identify and remediate data quality issues, including administration, reporting and ownership of resolution. Ensure data models are up to date and accurate.
- Horizon Scanning: support horizon scanning product and related Knowledge Management System
- FFG Programme: support the overall embedding and transitioning of new technology solutions (e.g. AI capabilities) into various risk processes.
- Governance: document processes and procedures to ensure transition of services to the Managed Service team are accurate, up to date and centrally stored and available.
- Help build world-class risk and compliance capabilities, fostering a risk-aware and client-focused environment for the bank’s next phase of growth.
- Deliver simplified, standardized, and digitized solutions that meet compliance obligations while providing insights to the 1st Line of Defence (1LoD) for better decision-making.
- Execution of risk assessment, monitoring and insight processes.
- Enhance and simplify controls related to OTCR (Operational, Technology, and Cyber Risk), where appropriate.
- Capture lessons learnt and refine tooling and processes improvements.
- Identify insights, analyse, and assess OTCR risks and implementing control frameworks to manage these risks.
- Development of basic MI to support Coverage and SME actions (i.e., trends).
- Conduct deep dives into material, emerging, or unknown risks to enable appropriate risk mitigation.
- Manage issues as they arise, performing root cause analysis, lessons learned, and remediation efforts.
- Address data quality issues and ensure data models are up to date and accurate, notably those that are related to implemented AI use cases and capabilities.
- Maintain Knowledge Management Systems that enable and support risk products and microservices.
- Implement a risk-based compliance framework for managing OTCR risks.
- Recommend risk assessment standards across OTCR risk types, ensuring compliance with all relevant regulations.
- Escalate potential OTCR risks to management.
- Support the end-to-end lifecycle of audit, assurance, and regulatory reviews related to Professional Services, including tracking and remediation.

D&B is currently recruiting for a Manager, Risk and Safety who aspire to be part of a team, delivering powerful results. Due to our team expansion, this position will be joining our team in Kuala Lumpur as a fulltime employment. The successful candidate will be accountable for Technical Safety Engineering including design, specification and services. Responsible for the overall management of the consultancy team including recruiting consultants, mentoring and developing consultants managing the productivity of the consultancy team incl. work allocation and team utilization.
In addition, the Technical Management is required to assist the proposal team by providing man-hours and technical support for Bid technical queries. He/she is also required to assist the finance team by providing monthly invoicing instructions.
Position Specifics & Deliverables
- Mentor and develop consultants.
- Identify technical gaps in the team and identify solutions to close the gap.
- Ensure all team members meet their target utilisation.
- Provide man-hours and technical support for bid technical queries to the sales/proposal team.
- Estimate and forecast monthly invoicing target.
- Provide monthly invoicing instructions to the finance team.
- Lead projects, when required.
- Review consultant’s report, to check and ensure the technical quality of the report.
- Assist and liaise with team leaders and clients on a day to day project activities.
- Facilitate technical safety workshop (e.g. HAZID, HAZOP, ALARP & SIL) will be added advantage, however, it not mandatory.
Skills / Qualifications
- An engineering degree with 15 years and above
- Experience working on upstream and downstream oil and gas projects including offshore developments in SEA and the North Sea.
- Proficient in conducting technical assessment such as QRA, FEA, NHHA, Safety case
- Strong in project management skills
