The Data Center Network Infrastructure Construction (DCNICON) Manager reports to the Project Manager and is responsible for leading the construction and implementation of data center network and security infrastructure. This role ensures all works are delivered safely on time, within budget, and to the highest quality standards. Covering all phases from pre-construction planning and design coordination to installation, commissioning, and handover, the DCNICON Manager ensures that all systems meet strict performance, safety, and compliance requirements.
Responsibilities include but not limited to the following:
Project Planning & Coordination:
- Develop comprehensive project plans covering network and security infrastructure scopes, including milestones, resource planning, and risk assessments.
- Coordinate closely with internal design teams, MEP engineers, architects, and external consultants to align on requirements and integration needs
Tender & Design Management:
- Review and contribute to the development of Scope of Work, technical specifications, and tender documentation.
- Oversee bid evaluation, value engineering exercises, and proposal comparisons to ensure the most efficient and cost-effective solutions are adopted.
- Provide technical input to optimize system designs, ensuring scalability and alignment with client needs.
Site Execution & Supervision:
- Lead on-site supervision of all network infrastructure works, including structured cabling, fiber optic backbone, meet-me rooms (MMR), intermediate distribution frames (IDF), main server rooms, and data halls.
- Oversee installation of physical security systems such as CCTV, access control systems (e.g., biometric, RFID), perimeter intrusion detection, and related components, ensuring compliance with approved drawings and standards.
- Monitor contractor activities to enforce adherence to safety, quality, and scheduling requirements.
Quality Assurance & Commissioning:
- Implement strict QA/QC processes, ensuring all works meet project performance standards and data center-specific policies.
- Lead preparation and review of testing and commissioning documents, including method statements, O&M manuals, and as-built drawings.
- Oversee and support all functional and performance testing, verifying system reliability and readiness for operation.
Budget & Cost Control:
- Manage budgets related to network and security infrastructure scopes, tracking expenditures against approved allocations.
- Identify and propose cost-saving opportunities without compromising quality or system performance.
Stakeholder & Client Management:
- Serve as the main point of contact for client representatives and key stakeholders on network infrastructure progress and issues.
- Prepare and deliver regular progress reports, technical presentations, and updates, ensuring transparency and alignment throughout the project lifecycle.
Personnel Requirements:
- Bachelor's degree in electrical, Mechanical, Civil Engineering, Computer/Telecommunication Engineering, or a related field; or equivalent combination of training and experience.
- Minimum 8 years of experience in IT, network engineering, or ELV systems, with at least 2–3 years in data center construction or infrastructure build projects; pre-construction experience will be considered an advantage.
- Proven understanding of Malaysian construction site protocols, including M&E coordination, authority submissions, and compliance with CIDB, DOSH, and local council requirements.
- Practical experience with structured fiber, network infrastructure, rack layouts, and ELV systems such as CCTV, access control, and PA systems.
- Proficient in interpreting MEP, ICT, and ID construction drawings and participating in T&C, QA/QC, and handover processes.
- Knowledge of data center operations, including both physical and logical security measures.
- Strong command of English and Bahasa Malaysia
- Skilled in project coordination, stakeholder communication, and vendor management across cross-functional and global teams.
- Familiar with project management tools and platforms such as MARCUS, Risk/Rappy, Fluxx, and DCViz.
