Job Description
The primary responsibilities of the PMO DM are the integrated delivery of the larger renovation growth (Value Deliver) projects and Value Optimization initiatives to market, as well as to support the in-market performance of the project in market till project closure (Building success).
Additionally, the PMO DM support the regional roll out and implementation of the large innovation projects, which are run by the Global Innovation Delivery Managers
Projects are aimed to enhance the business growth performance and profitability by the organisation. Usually, multiple projects are run by the PDM at the same time.
Responsibilities / Key Activities
- Leading the multidisciplinary team responsible for the full project delivery (On Time In Quality). The core team exists of 5-6 work-stream leads.
- Driving the overall content and quality of delivery of the growth projects.
- Driving and managing the key stakeholder alignments with the business and other relevant partners like R&D and Operations.
- Support translating the growth opportunity coming from marketing or commercial into a clear and concise project brief and planning.
- Make & Drive the project planning, resources management and budget. Responsible for to continuously manage the planning, resources and budget and signal (anticipated) deviations.
- Identify, manage and mitigate delivery opportunity and project risks.
- Actively driving the project gate reviews and key decision making moments. Responsible to challenge on decisions to be made and justify made project decisions at all times.

- Establish an appropriate execution of work plans, quality standards and efficient management of the projects undertaken by the company, especially Major, Minor and Mini Works.
- Ensure that Major, Minor and Mini works are completed on time and in accordance with the project intent, project specifications and construction drawings before handing over to the service licensee. Supervise PAAB's contract supply.
- Accommodate the State Manager in delivering the highest quality output, timely completion within the allocated budget and minimal impact on society and the environment. Maintain continuous working relationships with all relevant authorities, especially RSAJ, BPENJ, PTG, PTD, JKR, PBT (Pihak Berkuasa Tempatan), etc., to smoothen and expedite the work approval process and ensure timely project implementation.
Tasks:
1. Accommodate the State Manager in developing and setting objectives for the Johor State team with proper KPIs and levels of service to measure efficiency and deliver the agreed objectives.
2. Accommodate the State Manager in planning and setting up the project team to manage and supervise consultants and the projects as a whole including human resource scheduling and recruitment of competent human resources with proper job specifications, roles and responsibilities.
3. Accommodate the State Manager in leading the project team towards achieving high quality, timely completion within the allocated budget and efficiency of deliverables.
4. Accommodate the State Manager in developing a standard and typical project implementation program as a reference for future similar projects.
5. Execute standard operating procedures and manuals as set by the company.
6. Ensure the success of contract administration from the implementation stage until the final account stage.
7. Accommodate the State Manager in leading, managing and monitoring the performance of consultants according to agreed KPIs and levels of service for the assigned projects.
8. Accommodate the State Manager in developing and establishing the project risk profile and mitigation measures with continuous monitoring for review and updating preventive measures.
9. Attend visits, liaise, communicate and develop effective work relationships with all relevant authorities especially RSAJ, BPENJ, PTG, PTD, JKR, PBT (Pihak Berkuasa Tempatan), etc. to smooth and expedite the work approval process and achieve timely project implementation when required by the State Manager.
10.Attend and conduct all relevant project meetings as part of coordination works and ensure that minutes of the meeting are distributed within the agreed time frame.
11.Control and ensure that all parties comply with the project's needs statement, design, specifications, method of statement and work program to deliver quality output.
12.Coordinate all works towards the successful completion of all design and construction aspects of the projects implemented by the company.
13. Prepare, submit and review all necessary reports to management on the progress of the projects and other relevant reports necessary for updating management.
14.Accommodate the State Manager in work arrangements and execute works as expected including reviewing overall interfacing works with C&S & M&E, submitting updates for authorities’ approval, preparing weekly/monthly progress reports and overseeing the overall master implementation program (MIP) and project cash flow.
15.Accommodate the State Manager in handling progress claims and variation works submitted by the implementing agent, consultant and contractor.
16.Accommodate implementing agents, consultants and contractors regarding authority matters.
17.Attend and coordinate testing procedures, set up commissioning works, manage commissioning results, operations manuals and update all services drawings for the final preparation of as-built drawings.
18. Ensure that consultants consistently check workmanship & material quality and ensure compliance with specifications, relevant mandatory laws, regulations and codes.
19.Attend site meetings with implementing agents, consultants, contractors and relevant authorities.
20.Accommodate the State Manager in monitoring and supervising pipe supply under PAAB’s contract supply.
21. Perform other tasks related to instructions from time to time by the Management and/or immediate Superior
Requirements:
Recognized Degree in Engineering or its equivalent;
At least 8 years of experience in Water, Project Management & Construction.
Proficiency in the use of MS Project, MS Excel, MS Word and MS PowerPoint;
Proficiency in spoken and written English and Bahasa Malaysia is required;
Excellent report writing, presentation and public speaking skills are essential;
The candidate should possess good leadership attributes and be energetic;
Being self-motivated, analytical, resourceful and having strong integrity are important qualities; and

Construction Department
The Construction team is responsible for the management of delivering data centers from conception through commissioning, working with Sales, Operations, Development, and Engineering along the way. Construction also works closely with partner contractors to come up with a vertically integrated design and manages these partners to deliver the projects on schedule and budget. Many times, a role like this at other companies is purely oversight. One thing that distinguishes Vantage Data Centers is that our technical staff is given the responsibility and authority to directly drive the process. When compared to external resources, our internal team can align long-term operational sustainability with value engineering and cost metrics to deliver products aligned with corporate goals. This approach empowers each member of the team to drive high- impact decisions and even more impactful results.
Position Overview
Vantage is looking for a driven Senior Manager, Project Delivery to facilitate the successful completion of Vantage construction projects on time and within budget under the guidance of the Senior Director, Project Delivery.
The role will be responsible for overseeing the overall Delivery of construction and Capital expenditure works that are undertaken on the KUL Campus Expansion.
Collaboration and integration in the construction lifecycle process is integral to the role. Coordination and translation of requirements from Vantage’s internal subject matter experts ensures long term operational sustainability is preserved while driving towards optimized construction delivery. The Senior Manager, Project Delivery will manage the project delivery, along with external delivery parties (i.e., external PM’s, Quantity Surveyor, Architect and Engineers and consultants as required).
Essential Job Functions
- Lead the delivery of project activities including utility interfacing, budgets, schedules, procurement strategies and ECI interface.
- Act as a leader with vision and drive coordination and integration of internal partners within the project.
- Act as a safety leader while empowering a culture of safety, security and compliance in all aspects of data center commissioning and integration.
- Coordinate with cross-functional teams such as NSD, D&E, Construction, Procurement and Critical Operations to deliver data centers.
Duties
- To implement, and standardize as far as practically possible, Vantage-DC's highest standards of cost, quality and programme control throughout the design, build phase, commissioning and transition phases.
- Lead, implement and review onsite safety management procedures to ensure compliance to all mandatory and industry standards. Lead safety management process in construction, design and handover to operations teams.
- Assist in contract negotiations to determine design and construction programme and costs, while always ensuring that the highest quality of service is procured.
- Identify, track and pursue opportunities to innovate design (in conjunction with the D&E team), de-risk programme, manage budget and project quality delivery.
- Lead and coordinate multiple internal and external consultants for the design, construction and delivery of the data centers.

- Prepare weekly and monthly reports based on agreed standard formats that demonstrate and provide accurate information to the Executive Management team regarding projects currently in execution and that they are being managed for a successful outcome (including relevant financial and cash-flow reports).
- Ensure compliance with all relevant local permitting and government/local authority regulations.
- Together with local construction and D&E teams, ensure all project plans and information are properly communicated and understood by all relevant Vantage DC staff including costs, design schedules, procurement, construction issues, M&E technical data, construction issues, contractor invoices and payments, funding requirements, change order notifications and any other issues that might materially affect the construction progress of each project.
- Ensure timely resolution of issues and deficiencies and develop and implement contingency plans to recover project costs and schedule slippage when appropriate.
- Ensure the proper and complete handover of completed works to the Vantage DC operations teams.
- Participate in a culture of team work and continuous improvement.
- Regular liaison with MEP consultants, Engineering team and power authorities to ensure correct design and implementation of electricity supply.
- The role will have a strong focus on contractor management and performance, establishing and managing relationships with key stakeholders and ensuring the efficient and seamless delivery of facilities management services to the facilities.
- Ensure Vantage DC policies and procedures are followed.
Job Requirements
- Bachelor of Science in Construction Management, Architecture, Engineering, or similar field, or equivalent experience
- 10 to 12 years of experience in a management role required.
- Complex and technical construction experience is required.
- Data Center experience is preferred.
- Experience in CSA (civil, structural, architectural) and/or MEP (mechanical, electrical, plumbing) construction management is a requirement.
- Proficient in Microsoft Office and project management tools like MS Project or P6.
- Experience developing executive level presentations.
- Substantial project management experience preferred with PMP certification.

Key Accountabilities- Gain an awareness of the necessary level of financial control for projects; learning how to budget, forecast, invoice, and maintain tight management of ongoing project budgets.
- Gain a good understanding of internal department roles, project stages, and administrative processes to aid the smooth management from initial brief to final build, delivery, and project reporting.
- Respond to client requirements as specified in the contract or SLA.
- Act as a primary point of contact for client needs requirements and expectations with regards to assigned project.
- Primary contact for the assigned project on service delivery and support the Project Manager in identifying growth opportunities and contract profitability.
- Support end-to-end planning, build, and delivery of assigned project.
- Assist with managing the delivery output process, including briefing client feedback to team members and assist in managing delivery of key stages of work.
- Major contribution to overall client satisfaction for project delivery.
- Address performance in troubled units/departments to achieve productivity objectives.
- Provide input of key documents into project/account repositories.
- Manage backup/recovery plans, disaster backup scenarios, capacity management, and risk management, communication with the client, and business compliance to industry rules and guidance.
- Attend and contribute to team meetings in a positive manner.

- Diploma or University degree in Computer Science/Engineering or a related discipline.
- Proficiency in speaking Thai (Thailand language) is required, and ability to work onsite in Malaysia.

- Able to adapt to change and respond positively when faced with new challenges.
- Able to work autonomously, investigate, and think analytically to problem-solve in a creative manner.
- Good financial acumen.
- Be proactive and timely to support the deployment of projects ensuring quality, accuracy, and practicality of all tasks.
- Excellent time management and organizational skills, with demonstrable experience of working under pressure to tight deadlines and managing multiple work streams with conflicting priorities.
- Experience in credit collection for BFSI and/or telecommunication industry, & knowledge of credit collection workflow from pre-due to recovery is an added advantage.
